Contract Award: Barbara Drive Drainage

 

 

SUMMARY:

 

An ordinance for the Barbara Drive Drainage Project awarding a construction contract and three alternates in the amount of $6,189,915.55 to SB Contractors, LLC of which $1,193,870.50 will be reimbursed by San Antonio Water System, a Storm Water Regional Facilities and Bexar County funded project, located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Barbara Drive Project provides for the reconstruction of the existing drainage system, consisting of both a concrete channel and an underground storm sewer, with a 150-foot wide earthen channel designed to contain the 100-year floodplain.  Improvements also include the realignment of Basin Drive from Shannon Lee Drive to the alley north of Sharon Drive. 

 

This project includes two additive alternates and one substitute alternate.  Additive Alternate 1 reconstructs the undersized drainage system for the tributary, north to Oblate Drive, which outfalls into the channel and offers an increased capacity for water moving through the drainage system and decreases flooding.  Additive Alternate 2 installs pedestrian lighting on the meandering sidewalk on the banks of the channel between Barbara Drive and Shannon Lee Street.  The pedestrian lighting is a part of the agreement with the Parks Department to maintain the trail amenities on the channel banks. 

 

Substitute Alternate 1 directs the contractor to repurpose excavated material at a City landfill facility.  The Department of Solid Waste requested clean fill material to maintain City landfills, which is available through the project.  Transportation & Capital Improvements receives a savings by providing the Contractor with a landfill location that does not require disposal fees.  

 

Project construction is anticipated to begin in June 2017 and estimated to be completed by October 2018.

 

Previous Council Action

Ordinance 2014-09-04-0646 authorized the execution of an Interlocal Agreement with Bexar County for the acceptance of $8,500,000.00 for the City to provide design, construction management and property acquisition services in connection to the Barbara Drive Drainage Project.    

 

Procurement of Services.

This Project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website and the Texas Electronic State Business Daily in March 2017. In addition, the bid announcement was made on TVSA and through TCI. Plans also were available for review by potential bidders at the office of CEC, 11550 IH 10 West, Suite 395, San Antonio, TX 78230.  Bids for this Project were opened on April 4, 2017, and seven bidders responded. Of these, SB Contractors, LLC submitted the lowest responsive bid. A matrix of the bid outcome is included herein.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set an 18% Minority/ Women-Owned Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal. SB Contractors, Inc. has committed to 29% M/WBE and 2.73% AABE subcontractor participation. 

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance for the Barbara Drive Drainage Project awards a construction contract and three alternates in the amount of $6,189,915.55 to SB Contractors, LLC of which $1,193,870.50 will be reimbursed by San Antonio Water System, a Storm Water Regional Facilities and Bexar County funded project, located in Council District 1.

 

This project provides for the reconstruction of the existing drainage system from McCullough Avenue east to north of Sharon Drive. The improvements include adding concrete riprap, a rock material, at McCullough Avenue where the drainage system ties-in and placed again downstream at the end of the project limits which totals approximately 450 feet of the concrete riprap.

 

The underground storm sewer, with a 150-foot wide earthen channel designed to contain the 100-year floodplain is part of Additive Alternate 1 and begins from approximately the middle of the project limits, north towards Barbara Drive and continue north to approximately Oblate Drive. In the exhibit map attached, the underground storm sewer is captured in green.

 

As part of the planned improvements, the City of San Antonio acquired 34 parcels and one partial acquisition at 301 Shannon Lee. During the design phase, the homes located on the acquired parcels were demolished to allow for the channel improvements and road realignment of Basin Drive. All homeowners and/or tenants impacted by these acquisitions were relocated as part of an effort led by TCI Real Estate Division.

 

Project construction is anticipated to begin in June 2017 and estimated to be completed by October 2018.  Construction activities will take place six days a week, from sunrise to sunset.

 

 

ALTERNATIVES:

 

As an alternative, Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the total amount of $6,189,915.55, payable to SB Contractors, LLC. Of this amount, $1,193,870.50 will be reimbursed by SAWS. City funding of $4,800,000.00 is available from the FY 2017 Storm Water Regional Facilities Fund which is included in the FY 2017-2022 Capital Improvements Program Budget, and $196,045.05 from Bexar County Interlocal Agreement approved through Ordinance 2014-09-04-0646.

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $6,189,915.55 to SB Contractors, LLC. for construction of the Barbara Drive Drainage Project.
