SUBJECT: Donation Agreement for Bulverde/Nacogdoches Road
SUMMARY:
An ordinance authorizing the acceptance of a $50,000.00 donation from Capitol Aggregates, Inc., towards the improvement of Bulverde/Nacogdoches Road, a planned FY 2017 Street Maintenance Program Project (SMP), located in Council District 10.
BACKGROUND INFORMATION:
The Bulverde/Nacogdoches Road project provides for the reconstruction of the street and begins at the intersection of Bulverde and Nacogdoches and extends to the intersection of Nacogdoches and Naco-Perrin Street.
The existing street condition shows severe cracking and distresses especially near the driveway of the Capitol Aggregate Plant due to the frequent turning movements of heavy vehicles in and out from the plant. During the project scoping, the City and Council District 10 staff met with Capitol Aggregates to discuss project scope, schedule, and possible funding contribution. Capitol Aggregates agreed to donate $50,000.00 towards the project budget to supplement any necessary cost to complete this project.
TCI and District 10 staff agreed to accept this funding contribution.
ISSUE:
This ordinance authorizes the acceptance of a $50,000.00 donation from Capitol Aggregates, Inc., towards the improvement of Bulverde/Nacogdoches Road a project under the planned FY 2017 IMP. Construction is scheduled to start May 2017 and will take approximately six months to complete, weather permitting.
The planned street improvements on Bulverde/Nacogdoches Road include a reconstruction of the street with concrete in the section in front of Capitol Aggregate Plant. Capitol Aggregate Plant recognizes the frequent turning movements of heavy vehicles in and out of the plant and worked with City staff and Council District 10 staff to develop a means of strengthening the street long term. Capitol Aggregate Plan wishes to contribute $50,000.00 towards the City’s project budget of approximately $340,000.00.
ALTERNATIVES:
As an alternative City Council can choose not to accept the donation from Capitol Aggregates, Inc. and fund the entire cost of the Bulverde/Nacogdoches Road project through the IMP or other funding sources.
FISCAL IMPACT:
This is a one-time donation that would be used entirely for the purpose of street improvement of Bulverde/Nacogdoches Rad project from the Nacogdoches/Bulverde intersection to the Nacogdoches/Naco-Perrin intersection.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the donation of $50,000.00 from Capitol Aggregates, Inc. for the Bulverde/Nacogdoches Road improvement project.
