Authorizing a Memorandum of Agreement between Animal Care Services and Joint Base San Antonio (Lackland Air Force Base and Fort Sam Houston Army Base).
SUMMARY:
An Ordinance authorizing a Memorandum of Agreement (MOA) between the City of San Antonio and Lackland Air Force Base and Fort Sam Houston Army Base known as Joint Base San Antonio for animal care shelter services for a three-year period with the option to renew two one-year terms. The proposed MOA would result in the City impounding up to 60 additional pets annually and collecting approximately $13,600 annually in revenue.
BACKGROUND INFORMATION:
Animal Care Services (ACS) has provided animal care shelter services to Joint Base San Antonio since FY 2014. Lackland Air Force Base and Fort Sam Houston Army Base have the capacity to pick up stray pets but do not have the facilities or the capacity to provide housing, medical, or live release services for pets.
By City Ordinance, the City cannot provide animal care services to areas not within the City limits which the two Bases fall outside of the City limits.
In the past MOA, the City provided Joint Base with the following animal care services under the following conditions:
1. Lackland Air Force Base and Fort Sam Houston would be responsible for catching and humanely trapping stray pets and then delivering them to the ACS 151 facility during normal business hours.
2. ACS would accept up to three pets a day, but no more than 60 pets per year from Lackland and Fort Sam Houston combined.
3. Lackland/Fort Sam Houston would pay ACS $227 for every pet they bring to the ACS facility (the per-animal cost for providing food, housing, medical services and final disposition of a pet at ACS).
