Rideshare Monitoring Application for SAT


SUMMARY:

This ordinance authorizes acceptance of a proposal from GateKeeper Systems, Inc. to provide the Aviation Department with a web-hosted rideshare monitoring application. This solution will independently track the activities of application-based Transportation Network Companies (TNC), such as Uber and Lyft, doing business in and around the San Antonio International Airport (SAT) and allow the Aviation Department to verify the accuracy of TNC payments to the City. The contract will be for an initial term of three years with options to renew for two additional one-year periods. The estimated total value of this project is $79,255.00 and will be funded by Airport Operating and Maintenance Funds.

BACKGROUND INFORMATION:

Working under Operating Contracts between TNCs and the City, TNCs use web-based applications to arrange rides between customers and independent drivers working for them. For trips originating at SAT, the Operating Contracts require the TNCs to provide a monthly report within 15 days after the close of each calendar month which includes the total number of originating trips each day and the total number of trips for the month. Based on the report, each TNC pays $1.50 fee for each reported trip.

This application will process data from all TNCs and provide real-time data transactions (date, time, geographical location, TNC identification, TNC driver based unique identifier, and vehicle license plate number) and fees from all TNCs conducting business at the airport. Using this data, the City will also be able to monitor TNC driver locations to ensure that staging and pick-up activities are consistent with the terms of the Operating Contracts.
