SUMMARY:

An ordinance authorizing the execution of a contract for the 2017-2018 Task Order Contract for Bicycle projects with Flasher Equipment Co. in an amount not to exceed $1,699,364.35.

BACKGROUND INFORMATION:

Project Background
Each year, Transportation and Capital Improvements (TCI) is responsible for implementing various bicycle projects throughout the City. The needs range from Infrastructure Management Program (IMP) bicycle and intersection improvements to special traffic calming and Vision Zero pedestrian safety projects. The proposed improvements include pavement markings and signage to achieve the bicycle facilities, traffic calming or traffic lane assignments. The demand for such projects has significantly increased and a stand-alone bicycle contract is needed instead of relying on other street maintenance contracts.

Flasher Equipment Co. has provided construction services related to bicycle projects to the City previously and is familiar with the types of projects this contract entails.

Procurement of Services
This contract was advertised for construction bids on March 15 and 22, 2017, in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, and on TVSA. Bids were due on Tuesday, April 11, 2017, and three (3) bidders responded. Flasher Equipment Co. was the lowest responsive bidder with a bid amount of $1,699,364.35.

Flasher Equipment Co. has agreed to meet the Small Business Enterprise (SBE) subcontracting goal of thirty one percent (31%) for the contract.

This construction contract was developed utilizing the low bid process; therefore, Discretionary Contracts Disclosure Forms are not required.
