SUBJECT:

Amendments to Professional Services Agreements with AECOM Technical Services, Inc. and Reynolds, Smith & Hills, Inc. for on-call general engineering consulting services for the San Antonio Airport System


SUMMARY:

This Ordinance authorizes amendments to the professional services agreements with AECOM Technical Services, Inc. (AECOM) and Reynolds, Smith & Hills, Inc. (RS&H) for on-call general engineering consulting (GEC) services for the San Antonio Airport System. The amendments will increase the contract value of each agreement in the amount of $750,000.00 from $5,000,000.00 for a total contract value of each agreement to $5,750,000.00. The increases to each agreement will allow RS&H and AECOM to continue their work on projects through the end of the contract term.


BACKGROUND INFORMATION:

In December 2013, City Council authorized professional service agreements with AECOM (formally the URS Corporation) and RS&H through Ordinance 2013-12-05-0856 for on-call GEC services for the San Antonio Airport System. Each contract has a value of $5,000,000.00 and will expire in December 2018. As required by the federal government through 49 CFR Part 26, these agreements were solicited under the under the federal Disadvantaged Business Enterprise (DBE) program for the projects that are directly dependent upon Federal Aviation Administration (FAA) Airport Improvement Program (AIP) funding. The firms provide both airports with on-call planning, engineering, architectural, and project/construction management consulting services for capital improvement projects.

The award of the agreements to AECOM and RS&H was the first that the City gave for on-call general engineering consulting agreements for DBE projects at both airports and the $5 million contract value was projected to enable the Airport System to use these agreements for federally-funded or potentially ...
