SUBJECT:

 

Purchase of Public Safety Light Duty Trucks

 

 

SUMMARY:

 

This ordinance authorizes acceptance of contracts with Silsbee Ford and Ancira Motor Company to provide the Police Department with four replacement light duty trucks for a total cost of $165,926.30.  Funding for this purchase is available from the Equipment Renewal and Replacement Fund (ERRF).

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of seven competitive bids to provide four replacement light duty trucks for a total cost of $165,926.30.  This equipment will be utilized exclusively by uniformed personnel for direct public safety initiatives by the San Antonio Police Department throughout the City.

 

 

ISSUE:

 

These contracts will provide for the purchase of four light duty trucks, to meet the requirements of the Police department.  These units will be used by the police department for a variety of tasks to include: traffic fatality investigations, vehicle crime prevention, K9 transport and additional project support throughout the City.

 

All units are covered by a minimum 36 month/36,000 mile warranty that will start on the day each unit is placed in service.  The life expectancy for these light duty trucks ranges from 96 to 120 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

Item 1 is recommended for award to Silsbee Ford, a non-local business.  There were no bids submitted from local bidders for this item; therefore, no local preference was applied.  Item 2 is recommended for award to Ancira Motor Company.  This vendor is the low bidder, who is also a local business; therefore, application of Local Preference Program was not required.  For Item 3, local preference was not applied since the local bidder is not within 3% of the recommended lowest non-local bidder.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The current light duty trucks scheduled for replacement have met their age and/or mileage requirement cycles and are no longer economically feasible to repair.  If the replacement equipment is not purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services to the residents of San Antonio.  The alternative is to continue to use the light duty trucks currently available and incur increasing maintenance costs, thus compromising delivery of services throughout the City.

 

 

FISCAL IMPACT:

 

These contracts for the purchase of four light duty trucks for a total cost of $165,926.30 will be funded from the Equipment Renewal and Replacement Fund (ERRF).

 

 

RECOMMENDATION:

 

Staff recommends the approval of contracts with Silsbee Ford in the amount of $121,258.30 and Ancira Motor Company in the amount of $44,668.00 for a total amount of $165,926.30.

 

This contract is procured on the basis of low bid and a Contracts Disclosure Form is not required.
