Display Case Loan Agreement for the San Antonio Airport System

 

 

SUMMARY:

 

This Ordinance authorizes a standard display case loan agreement to allow the display of aviation and/or military aviation items loaned by a private, public or non-profit entity at either the San Antonio International Airport or Stinson Municipal Airport for the enjoyment of visitors and the promotion of the history of aviation in San Antonio. As part of the agreement, the City agrees to display such memorabilia along with accompanying informative material about aviation history in San Antonio in the display cases.

 

The term of each agreement will be six months with the option to extend for no more than six additional months, upon approval of the Aviation Director.

 

 

BACKGROUND INFORMATION:

 

As part of efforts to raise awareness of the San Antonio’s rich aviation and military history, the San Antonio Airport System has reached out to various organizations about potential programs to support this effort. Many organizations, especially the military bases in San Antonio, responded and offered memorabilia for display.

 

The display case loan agreement will serve as a standard agreement with each organization to allow the display of memorabilia. The agreement addresses the responsibilities of each party:

 

                     The loaning organization will pack, transport, and deliver the items to the airport(s) at their sole expense. The organization will also install the items on the day of delivery. Upon the expiration of the term, the loaning organization will be required to remove the items at their own expense.

                     The City will place a sign crediting the loaning organization and ensuring that all publicity regarding the display credits the loaning organization.

                     The items will be locked in the display but no weapons of any kind or any item deemed dangerous or inappropriate will be allowed to be put on display.

                     The loaning organization will be responsible for insuring its own liability insurance and in no event will the City be responsible for maintaining insurance for the items.

 

 

ISSUE:

 

City Council authorization is required to allow a standard agreement to be implemented that will allow public, private and non-profit organizations display items at the San Antonio International Airport and Stinson Municipal Airport.

 

 

ALTERNATIVES:

 

City Council could elect to not authorize this standard agreement. Without this agreement, the San Antonio Airport System would not be able to display items to highlight the rich aviation and military history at the airports.

 

 

FISCAL IMPACT:

 

There is no fiscal impact with this action.

 

 

RECOMMENDATION:

 

Staff recommends the approval of a standard display case loan agreement for the San Antonio Airport System.
