Sports License Agreement with CTX Youth Baseball Association


SUMMARY:

This Ordinance authorizes the Parks and Recreation Department to execute a Sports License Agreement with CTX Youth Baseball Association for operation, maintenance and improvements of a sports field complex at Southside Lions Park for an initial five (5) year term with the option to exercise two (2) additional five (5) year renewals.


BACKGROUND INFORMATION:

In 2008 Bexar County funded $3.3 million dollars for the activation, development and construction of a sports facility at Southside Lions Park, using Bexar County Venue Tax Program (BCVTP) funds. The intended purpose was to provide a venue for a sports field complex for local and regional competition at the facility, and to enhance economic development in Bexar County and the neighborhood surrounding the sports facility through visitors' hotel reservations and rental of vehicles resulting from sports events held at the facility. In January, 2017, the previous tenant, Born Again Sports notified the City of their desire to withdraw and vacate the premises as the operator.

The City issued a Request for Qualifications (RFQ) "License of Sports Fields at Southside Lions Park" (RFQ 17-8699) on February 27, 2017. A pre-submittal conference was held at the sports field complex on March 15, 2017; and the solicitation closed on April 3, 2017. Three (3) proposal responses were received and evaluated on April 13, 2017. The evaluation committee interviewed all respondents and scored all proposals.

The evaluation committee consisted of representatives from the Parks and Recreation Department, Bexar County, San Antonio Sports, and the Finance Department Purchasing Division who assisted with solicitation process guidelines.
