SUBJECT:

 

Sports License Agreement with CTX Youth Baseball Association

 

 

SUMMARY:

 

This Ordinance authorizes the Parks and Recreation Department to execute a Sports License Agreement with CTX Youth Baseball Association for operation, maintenance and improvements of a sports field complex at Southside Lions Park for an initial five (5) year term with the option to exercise two (2) additional five (5) year renewals.

 

 

BACKGROUND INFORMATION:

 

In 2008 Bexar County funded $3.3 million dollars for the activation, development and construction of a sports facility at Southside Lions Park, using Bexar County Venue Tax Program (BCVTP) funds. The intended purpose was to provide a venue for a sports field complex for local and regional competition at the facility, and to enhance economic development in Bexar County and the neighborhood surrounding the sports facility through visitors’ hotel reservations and rental of vehicles resulting from sports events held at the facility. In January, 2017, the previous tenant, Born Again Sports notified the City of their desire to withdraw and vacate the premises as the operator.

 

The City issued a Request for Qualifications (RFQ) “License of Sports Fields at Southside Lions Park” (RFQ 17-8699) on February 27, 2017.  A pre-submittal conference was held at the sports field complex on March 15, 2017; and the solicitation closed on April 3, 2017. Three (3) proposal responses were received and evaluated on April 13, 2017. The evaluation committee interviewed all respondents and scored all proposals.

 

The evaluation committee consisted of representatives from the Parks and Recreation Department, Bexar County, San Antonio Sports, and the Finance Department Purchasing Division who assisted with solicitation process guidelines. The evaluation of each proposal response was based on a total of 100 points; 30 points were allotted for experience, background, and qualifications; 30 points were allotted for a proposed operating and staffing plan; 30 points were allotted for a proposed maintenance and improvements plan; and 10 points were allotted for operating, concession revenue, maintenance and proposed improvements budget. Local Preference and Veteran-Owned Small Business Preference programs were not applicable. Additionally, the City’s Small Business Economic Development Advocacy Program (SBEDA) was not applicable to this project. 

 

After review and discussion by the evaluation committee, scores were finalized and aggregate scores were presented to the committee. As a result, CTX Youth Baseball Association scored the highest ranking in each category and was recommended for award by the evaluation committee. CTX is a youth baseball organization that was founded in 2007 to create opportunities for underserved youth to have access to baseball programs.  CTX will be offering low-cost youth baseball leagues in San Antonio at the South Side Lion’s sports facility. 

 

The License Agreement shall have an initial five (5) year term which shall commence immediately upon execution by the parties, with two (2) additional five (5) year renewals. The tenant shall be responsible for repairs, maintenance, operating expenses and additional improvements to the facility.

 

 

ISSUE:

 

This ordinance authorizes the Parks and Recreation Department to execute a Sports License Agreement with CTX Youth Baseball Association at Southside Lions Park. The Agreement will be for an initial five (5) year term with up to two (2) additional five (5) year renewal options. This action is consistent with City policy to facilitate the use of parks for athletic and recreational activities by the citizens of San Antonio.

 

 

ALTERNATIVES:

 

City Council could elect not to approve this action, resulting in the Parks and Recreation Department maintaining the sports field complex at Southside Lions Park which would have a corresponding budgetary impact.

 

 

FISCAL IMPACT:

 

This action has no General Fund impact and results in cost avoidance to the City since the tenant has full operational and maintenance responsibility.

 

 

RECOMMENDATION:

 

Staff recommends approval to execute a Sports License Agreement with CTX Youth Baseball Association for operation, maintenance and improvements of a sports field complex at Southside Lions Park.

 

This contract is procured by means of Request for Qualifications and the Contracts Disclosure Form is attached.
