Contract Award: (Job-Order Contract) Fire Station #11 Roof Replacement

 

 

 

SUMMARY:

 

An Ordinance authorizing a Job Order Contract with Jamail & Smith Construction, LP. in an amount not to exceed $122,999.20, for roof replacement on Fire Station #11, located in Council District 5, funded by the Fire Department General Fund FY 2017 Budget. 

 

 

 

BACKGROUND INFORMATION:

 

Project Background

Fire Station #11 sustained roof damage as a result of the storm events that took place February 19, 2017.  Temporary repairs were completed February 22, 2017, to secure the damaged portions of the roof.  This project will replace the entire roof for Fire Station #11 and is scheduled to begin July 2017 and is scheduled to be completed in October 2017.      

 

Procurement of Services

This Project was selected to utilize Job Order Contracting (JOC), an alternative Project delivery method, through which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractor to a specific job is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, cost, and expertise in completing specific task and/or managing a specific trade needed to carry out the job.  Of the ten contractors, Jamail & Smith Construction, LP was selected to submit an estimate and project schedule for this Project.

 

Jamail & Smith is a small, minority-owned business that has committed to 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation. 

 

A Discretionary Contracts Disclosure Form, as required by the City’s Ethics Ordinance for all projects where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

 

 

ISSUE:

 

This ordinance for the Fire Station #11 Roof Replacement project authorizes a task order to a Job Order Contract with Jamail & Smith Construction, LP. in the amount of $122,999.20, for the roof replacement of Fire Station #11, funded by FY 2017 Fire Department General Fund, located in Council District 5.

 

As a part of this project, the entire roof for Fire Station #11 will be replaced with galvalume standing seam roof.  This Project is scheduled to begin in July 2017 and is scheduled to be completed in October 2017. 

 

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.

 

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Jamail & Smith Construction, LP. in an amount not to exceed $122,999.20 for Fire Station #11 roof replacement. This is a one-time expenditure funded by the Fire Department General Fund FY 2017 Budget.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in an amount not to exceed $122,999.20 to Jamail & Smith Construction, LP., for the Fire Station #11 Roof Replacement Project.
