FY 2017 Child Care Services Program Budget Revision

 

 

SUMMARY:

This ordinance authorizes the acceptance of additional Child Care Services (CCS) grant funds in the amount of $1,809,881.00 for the period of October 1, 2016 - September 30, 2017 from Workforce Solutions Alamo (WSA). This ordinance also approves a revised program budget of $52,179,915.00 which includes an in-kind match of $3,665,255.00 and $40,000.00 from program income. Additionally, this ordinance authorizes the Director of the Department of Human Services to execute any and all documents related to acceptance of this grant, to include acceptance of additional grant funds, if awarded and matching funds are available in the City’s budget.

 

 

BACKGROUND INFORMATION:

For 24 years, the Department of Human Services (DHS) has managed the CCS program in the current 12 county Alamo Workforce Development Area.  As of July 1, 2017, McMullen County will be added to the Alamo Workforce Development Area for an increase to 13 total Counties. The program provides subsidized child care for families meeting income and other qualification requirements. The Texas Workforce Commission (TWC) administers the State’s subsidized child care program through the U.S. Department of Health and Human Services (HHS), Child Care Development Block Grant.  TWC determines the allocation for child care services based on federal appropriations, local needs, and contracts with WSA, the local workforce development board, to implement the program.  Through a competitive RFP process, WSA awards contracts with local agencies to provide program services.

 

The CCS Program was initially awarded $46,664,779.00 for the period of October 1, 2016 - September 30, 2017 for a total program budget of $50,370,034.00 which included an in-kind match of up to $3,665,255.00 and $40,000.00 from program income, and a personnel complement of 61 positions and was approved by City Council through Ordinance 2016-10-13-0797. DHS is requesting authority to accept additional grant funds in the amount of $1,809,881.00 for the period from October 1, 2016 to September 30, 2017 which will not increase required program in-kind match funding.

 

On May 11, 2017, WSA notified DHS about the increase in allocation of Texas Department of Family and Protective Services (DFPS) funds available for the CCS Program.

 

 

ISSUE:

This ordinance authorizes the acceptance of $1,809,881.00 in additional grant funds for the period from October 1, 2016 to September 30, 2017 which will not increase required program in-kind match funding and increases the CCS program budget from $50,370,034.00 to $52,179,915.00. 

 

This ordinance also authorizes the Director of the Department of Human Services to execute any and all documents related to acceptance of this grant, to include acceptance of additional grant funds, if awarded and matching funds are available in the City’s budget.

 

 

ALTERNATIVES:

Should authority to accept additional funding not be approved, additional children in the DFPS system requiring child care services could not be served. Such an action would negatively impact children and families in the community.

 

 

FISCAL IMPACT:

This ordinance authorizes the acceptance of additional funds in the amount of $1,809,881.00 for the period of October 1, 2016 - September 30, 2017. There is no additional fiscal impact to the General Fund.

 

 

RECOMMENDATION:

Staff recommends approval of this ordinance authorizing revised budgetary, grant and contract related items for the FY 2017 CCS Program.
