SUBJECT:

 

Inter-local Agreement for Reimbursement to San Antonio River Authority of Implementation Costs for Telecommunication Bore and Fiber Implementation Work - San Pedro Creek Improvements Project.

 

 

 

SUMMARY:

 

The San Antonio River Authority, along with Bexar County, are providing important flood control to our community and will provide linear park amenities along 1.4 miles of the San Pedro Creek.

 

In conjunction with the construction of the project, significant utility and telecommunication relocations must occur along the Nueva, Dolorosa, Commerce, and Houston Street bridges.  This utility relocation must occur in advance of the construction of the Project. In order to expedite this utility relocation, Bexar County committed to fund the full cost with the expectation that the utility owners, AT&T, Charter, City of San Antonio, and Bexar County, would reimburse the project based on the number of telecommunications conduits requested by each organization for each bridge.

 

SARA is requesting that City of San Antonio reimburse the project $163,751.82. This amount reflects the proportional share of fiber conduits requested by the City for our current and future telecommunication needs along Nueva, Dolorosa, Commerce and Houston street bridges.

 

The total requested reimbursement is $163,651.82.

 

 

 

BACKGROUND INFORMATION:

 

The San Antonio River Authority, along with Bexar County, are providing important flood control to our community and will provide linear park amenities along 1.4 miles of the San Pedro Creek.

 

In conjunction with the construction of the Project, significant utility and telecommunication relocations must occur along the Nueva, Dolorosa, Commerce, and Houston Street bridges.  Over the past year, San Antonio River Authority (SARA) staff has worked with City of San Antonio staff to coordinate this utility relocation to occur in advance of the construction of the Project.  The cost of the utility relocation required - including associated line items for joint bore installation such as hard costs, yard set-up and maintenance, miscellaneous allowances, contingencies, insurance/bond, construction service and general fees - has been quantified in the amount of $6,238,082.76.

 

Bexar County committed to fund $4,768,013.82 as a contribution to this cost. In addition, Bexar County committed to fund all costs associated with archaeological monitoring for the joint bores in the approximate amount of $30,000.  The remaining cost of $1,470,068.94 was to be split proportionately by AT&T, Charter, City of San Antonio, and Bexar County based on the number of telecommunications conduits requested by each organization.

 

SARA is requesting that City of San Antonio reimburse the project $163,751.82. This amount reflects the proportional share of fiber conduits requested by the City for our current and future telecommunication needs along Nueva, Dolorosa, Commerce and Houston street bridges.

ISSUE:

 

The City maintains underground fiber optic cable routes that run west to east along Nueva, Dolorosa, Commerce, and Houston Streets that are directly impacted by the San Pedro Creek Project and the conduit and fiber must be relocated. The City must participate in the joint bore which will install fiber conduit under the creek crossings at Nueva, Dolorosa, Commerce, and Houston Streets.

 

 

 

ALTERNATIVES:

 

If the Agreement is not approved, the City would need to install alternate fiber routes west of San Pedro Creek such as from the International Building or the Alamodome. These alternative routes would require an additional 1,371 - 8,500 feet of underground conduit substantially increasing the costs of supporting telecommunications to City buildings located in the downtown area.

 

 

 

FISCAL IMPACT:

 

This ordinance approves an Inter-local agreement to reimburse San Antonio River Authority for conduit and fiber supporting the relocation of CoSA telecommunication utilities required as part of the San Pedro Creek Project. Funds for this reimbursement will come from May 2017 Bond Funds identified for San Pedro Creek Improvements.

 

 

 

RECOMMENDATION:

 

Staff recommends approval of the Interlocal Agreement.
