SUMMARY:
This ordinance authorizes acceptance of a contract with IEME, LLC. to provide services as a wellness physician, providing medical oversight of the San Antonio Fire Department’s Health and Wellness Program for a total contract value of, an amount not to exceed $276,480.00, over a five year period.
BACKGROUND INFORMATION:
Submitted for Council consideration and action is a proposal submitted by IEME, LLC. to provide services as a wellness physician that will provide medical oversight of the San Antonio Fire Department’s Health and Wellness Program.
Currently medical oversight is provided through a temporary agency. This will allow the city to contract directly with physician services.
The City issued a Request for Qualifications for “Wellness Physician” (RFQ 17-037; 6100008670) on February 14, 2017, with a submission deadline of March 17, 2017. Two proposals were received.
The evaluation committee, comprised of representatives from the San Antonio Fire Department, met on April 12, 2017 to evaluate the two responsive proposals received. The Finance Department, Purchasing Division, facilitated by ensuring compliance with all applicable City procurement policies and procedures. The proposals were evaluated based on the firm’s qualifications, experience, service quality, previous performance, proposed plan and compensation schedule. Additional categories of consideration included references.
The evaluation committee, by consensus, recommends awarding the contract to IEME, LLC.

The initial term of the agreement shall be October 1, 2017 through September 30, 2020. Two additional one-year renewals, at the City’s option, shall also be authorized by this ordinance.
ISSUE:
This ordinance will authorize a contract between the City of San Antonio and a wellness physician to provide medical oversight of the San Antonio Fire Department’s Health and Wellness Program.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise (SBE) Prime Contract Program and Minority/Women-Owned Business Enterprise (M/WBE) Prime Contract Program with twenty (20) evaluation preference points awarded to IEME, LLC as they are a certified emerging, small, minority, African-American firm located within the San Antonio Metropolitan Statistical Area that will perform 100% of the contract.
This contract is an exception to the Local Preference Program.
This contract is an exception to the Veteran-Owned Small Business Preference Program.
ALTERNATIVES:
Should this contract not be approved, the Fire Department’s Wellness Center will be unable to conduct job-related medical physicals. Processing individual procurements will affect the cost of services due to non-contract pricing.
FISCAL IMPACT:
This ordinance authorizes a contract with IEME, LLC., to provide medical oversight as a wellness physician for a total contract value of, an amount not to exceed $276,480.00, over a five year period.
RECOMMENDATION:
Staff recommends approval of the contract with IEME, LLC., to provide medical oversight as a wellness physician for the San Antonio Fire Department for a total contract value of $276,480.00.
