Grants Renewal and Upcoming Request for Proposals


SUMMARY:

Staff briefing of Competitive Grants renewed agencies and concept overview for the 2018-2019/2019-2020 Request for Proposals.

BACKGROUND INFORMATION:

On April 5, 2016, the Board of Directors approved a total of $4.2 million in grant awards to prekindergarten programs in the three categories of public/charter schools, private/parochial schools, and child development centers. The purpose of these grants has been to expand access or enhance quality in programs across the city, and 15 agencies were selected for grants in the 2016-2017 school year. After the first year of implementation, agencies had the opportunity to apply for a funding renewal for the 2017-2018 school year to be authorized by the CEO.

Additionally, Pre-K 4 SA is preparing for the release of the new Request for Proposals for the 2018-2019 school year. Staff have spent the last year evaluating the structure and effectiveness of the first round of grants, and have developed recommendations to improve the grant opportunities offered for the 2018-2019 school year.


ISSUE:

2017-2018 Renewal Process
To apply for renewal funding, agencies submitted a renewal application to evaluate the effectiveness of their implementation and the impact of their program on three categories: student outcomes, teacher quality, and family engagement. Agencies also outlined a year 2 plan and submitted a year 2 budget. An internal committee of Pre-K 4 SA staff evaluated the renewal applications, and after negotiations with the agencies the committee and CEO approved the year 2 budgets and contract renewals for all 15 agencies. Year 2 funds will be available starting July 1, 2017, and staff estimate serving over 2,000 students during the 2017-2018 school year.
