Amendment to Advanced Traffic Management System (ATMS) Replacement

 

 

SUMMARY:

 

This ordinance authorizes an amendment to the Advanced Traffic Management System (ATMS) contract with Kimley-Horn and Associates, Inc. to authorize additional services in an amount not to exceed $311,000.00.  Funding is available in the 2017-2022 Capital Improvement Program Budget.

 

 

BACKGROUND INFORMATION:

 

The City of San Antonio entered into a contract with Kimley-Horn and Associates, Inc. for the purchase, configuration, implementation, training and ongoing support for software to replace the current Advanced Traffic Management System (ATMS) used to manage the City’s traffic signal system infrastructure.  This contract was approved by City Council through ordinance number 2014-10-30-0822 on October 30, 2014 in an amount of $1,244,000.00. 

 

On April 1, 2014, the Finance Department issued a Request for Competitive Sealed Proposals (RFCSP) for software and implementation services to replace the City’s previous Advanced Traffic Management System. With a submission deadline of May 2, 2014, six proposals were received and reviewed by the evaluation committee (“committee”).  Kimley-Horn and Associates, Inc. was selected by the committee and recommended for award. The committee based its decision on several weighted factors, to include experience, background and qualifications and proposed plan.  Additional factors were applicable, including price, and were considered in the final scoring.

 

The selection committee consisted of members from the Transportation and Capital Improvements and Information Technology Services Departments with advisory members from the City Manager’s office.

 

In the FY 2017 budget, funding was provided to the Office of Innovation for the San Antonio Traveler Real-time Information Portal (SATrip) Project.  This project aligns with the City’s goal of recommended Smart Cities projects that address the priority area of transportation.  The SATrip Project has four parts:

 

1. Installation of sensors and traffic monitoring cameras along two of the busiest corridors in the city at Military Drive on the Southside and Blanco Road on the Northside. The data gathered will help to manage traffic congestion and the management of the traffic signal system.

2. Sensors will also be used at five intersections along these corridors that will be able to detect a pedestrian in the walkway and will hold vehicle traffic until the pedestrian is able to clear the intersection.

3. The project will integrate with the existing High Water Detection System at six locations within the city to provide travelers near a flooded site with real time information.

4. The data will be provided to 3rd party application providers to provide real-time notifications directly to the traveler to allow them to make better travel decisions.

 

In order to achieve the goals of parts 3 and 4, it is necessary to make modifications to the existing ATMS to provide the additional capabilities.

 

 

ISSUE:

 

Staff is requesting that City Council authorize the amendment to the existing Advanced Traffic Management System (ATMS) contract with Kimley-Horn & Associates, Inc. to provide additional services related to the SATrip Project which is a part of the City’s current Smart City project initiatives.  The additional services will integrate the high water detection system into the current Advanced Traffic Management System and will also develop and deploy a data portal to allow real-time traffic data to be shared.

 

This contract is an exception to the Local Preference Program. 

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied.

 

 

 

ALTERNATIVES:

 

Should the amendment not be approved, the City will not be able to successfully complete all parts of the proposed SATrip Smart City Project.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an amendment to the current Advanced Traffic Management System (ATMS) contract with Kimley-Horn & Associates, Inc., increasing the contract value by $311,000.00.  Funding for this amendment is available in the 2017-2022 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends authorization of an amendment in the amount of $311,000.00 to the Advanced Traffic Management System (ATMS) contract with Kimley-Horn & Associates Inc. to include additional services related to the SATrip Project which is a part of the City’s current Smart City project initiatives.  The additional services will integrate the high water detection system into the current Advanced Traffic Management System and will also develop and deploy a data portal to allow real-time traffic data to be shared.
