Job-Order Contract: San Antonio International Airport Wayfinding and Signage Project-Overhead Signs

 

 

SUMMARY:

 

An Ordinance authorizing a task order to a Job Order Contract for the replacement of 34 and removal of two overhead roadway signs at the San Antonio International Airport (SAT) payable to Alpha Building Corporation (Alpha). Of the project budget of $650,000.00, $502,000.00 will be payable to Alpha for the overhead signage work and $148,000.00 will fund the design services for a taxi-cut out and concrete traffic median reduction to mitigate traffic congestion in front of the terminals. Funds are available from the Airport Capital Improvement Fund, as included in the FY 2017-FY 2022 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

The San Antonio Airport System is updating the wayfinding and signage at SAT to establish consistency and uniformity on the campus to coincide with the opening of the Consolidated Rental Car Facility. This program will establish a standard color theme, size and font type for lettering, panel pallet, mounting frame, panel format and mounting concept. As part of the program, Aviation Department staff has begun a markings project to help direct motorists throughout the campus through the application of pavement striping and thermo-plastic pavement signs. In an effort to improve the customer experience, the new markings and enhanced overhead roadway signs will improve traffic flow around the airport and ease wayfinding for our SAT visitors.

 

Overhead Roadway Signs

The scope of work will include the design work, fabrication and installation of 34 overhead sign panels to existing structures and the removal of two overhead signs. The signs are located along Airport Blvd, Terminal Road and the flyover, which is maintained by the Texas Department of Transportation Department (TXDOT). The Aviation Department and Transportation and Capital Improvements Department have coordinated the project with TXDOT.

 

This Project will utilize Job Order Contracting (JOC), an alternative Project delivery method in which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method has provided the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, cost, and expertise in completing specific task and/or managing a specific trade needed to carry out the requested repair or rehabilitation.  Of the ten contractors, Alpha was selected to submit an estimate and project schedule for this Project.

 

Alpha Building Corporation is a small business that has committed through the JOC Program a 23% Minority/Women Business Enterprise and 3% African-American Business subcontractor participation.

 

Taxi cut-out and concrete traffic median reduction

In order to mitigate traffic congestion leading up to the terminals, the City is moving forward with infrastructure improvements, including a taxi cut-out and reduction of the concrete traffic median. The design work is required and will be assigned to one of the Aviation Department’s on-call general engineering consultants. 

 

ISSUE:

 

City Council authorization is required for JOC contracts over $100,000.00.

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not to exceed $650,000.00. As part of this action, $515,000.00 will be appropriated from the Airport Capital Improvement Fund and will amend the FY 2017-FY 2022 Capital Improvement Program. Prior appropriated funds in the amount of $135,000.00 are available in the project, along with the additional appropriation of $515,000.00 to fund this expenditure.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of a task order to a Job Order Contract for the replacement of 34 and removal of 2 overhead roadway signs at the San Antonio International Airport.
