SUBJECT:

 

Zarzamora - IH-35 Gateway Project

 

 

SUMMARY:

 

An ordinance accepting the lowest responsive qualified bid including two additive alternates and awarding a construction contract in the amount of $119,344.00 to Cal-Tex Interior, Incorporated to perform the site work and foundation installation in connection with the Zarzamora - IH-35 Gateway Project located in Council District 4.   The project has been awarded $359,050.00 in CDBG funds, for improvements at the Zarzamora - IH-35 Gateway Project located within the REnewSA South San/Kindred target area in Council District 4.

 

 

BACKGROUND INFORMATION:

 

Project Background

This project was awarded $359,050.00 in CDBG funds in 2016 for improvements at the Zarzamora - IH-35 Gateway Project located within the REnewSA South San/Kindred target area in Council District 4.

 

Improvements include preparing the foundation for the installation of an art piece as well as providing a new CPS electric meter to allow for the placement of light poles and up lighting to illuminate the art piece at night.

 

The art piece was designed by Cruz Ortiz who is currently an on-call artist with the department of Arts & Culture. The City has worked closely with the artist to have Flying Carpet Creative fabricate the sculpture.  Construction of the foundation is anticipated to begin in August 2017. The art piece is expected to be ready for installation in September 2017 and the project is estimated to be completed by November 2017.

 

Procurement of Services

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

 

ISSUE:

 

This ordinance accepts the low qualified bid by Cal-Tex Interiors Incorporated to perform construction site work with the Zarzamora - IH-35 Gateway Project and authorizes the payment of $119,344.00 from Community Development Block Grant  (CDBG) Funds.

 

Improvements include preparing the foundation for the installation of an art piece as well as providing a new CPS electric meter to allow for the placement of light poles and up lighting to illuminate the art piece at night. The art piece is expected to ready for installation in September 2017. Construction on the site is anticipated to begin in August 2017 and the entire project estimated for completion in November 2017.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to accept the low qualified bid contract for site work; however in doing so, the art piece currently under fabrication through Arts & Culture, would not have a foundation to be placed on.  Rebidding the project would cause delays and costs may increase for the site work.  In addition, the fabricator of the art piece could request storage fees for housing the art piece in their warehouse until a foundation was constructed.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $119,344.00 payable to Cal-Tex Interiors, Incorporated Funds are available from the Community Development Block Grant (CDBG) that were allocated in the City Council adopted FY 2016-2020 Consolidated Plan and FY2016 Action Plan.

 

 

RECOMMENDATION:

 

Staff recommends approval of the following ordinance related to the low qualified bid authorizing an award of $119,344.00 to Cal-Tex Interiors Inc. for site work construction for improvements to Zarzamora - IH 35 Gateway Project, located in Council District 4.
