SUBJECT:

 

Contract Award: 2017-2018 Task Order Contract for Storm Water Projects.

 

 

SUMMARY:

 

An ordinance for awarding the 2017-2018 Task Order Contract for Storm Water Projects to Pronto Sandblasting and Coating and Oil Field Services Company, Inc., for the construction of storm water infrastructure projects citywide in an amount not to exceed $3,799,726.00.

 

 

BACKGROUND INFORMATION:

 

This contract will be primarily utilized to construct, repair and maintain storm water Task Order related projects throughout the City. Task Order Contracts are utilized for small construction projects to allow for quick execution of work and are advertised with an estimated quantity of work. 

Procurement of Services:

 

This contract was advertised for bids in May 2017 in the San Antonio Hart Beat, City's website, Texas Electronic State Business Daily and TVSA. Bids for this Project were opened on May 30, 2017 and six bidders responded. Of these, Pronto Sandblasting and Coating and Oil Field Services Company, Inc., submitted the lowest responsive bid.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 18% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) Subcontracting Goal. Pronto Sandblasting & Coating & Oil Field Services Co., Inc. has committed to 18% M/WBE and 1% AABE subcontractor participation.

 

This Task Order contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

ISSUE:

 

This ordinance awards the 2017-2018 Task Order Contract for Storm Water Projects to Pronto Sandblasting and Coating and Oil Field Services Company, Inc., for the construction of storm water infrastructure projects, citywide, in an amount not to exceed $3,799,726.00.

 

TCI will utilize the task order contract on an as-needed basis in order to expedite delivery and completion of various storm water related projects located throughout the city. Each fiscal year, TCI proposes projects to be considered through the budget process. As those projects are approved, the Storm Water Division will determine how the projects are delivered. Generally speaking, smaller projects that are under $1 million are ideal for completion through a task order contract. Larger projects are solicited for bids. Projects are either identified through a database of project needs or as they materialize. Task orders may be issued to construct a storm sewer, culvert, inlet, drainage channel, detention pond, and/or an outfall structure. Projects are maintenance in nature and not part of any of the City’s bond projects. The City makes no minimum guarantee pertaining to the volume of work.

 

 

ALTERNATIVES:

 

As an alternative staff can be directed to individually bid out each project for construction; however, the construction bid prices may be greater than those estimated with the Task Order Contract. Additionally, bidding projects individually would prolong the delivery of these projects.

 

 

FISCAL IMPACT:

 

The cumulative amount for the task orders shall not exceed $3,799,726.00, authorized payable to Pronto Sandblasting and Coating and Oil Field Services Company, Inc.  Projects will be funded through funding sources approved through the FY 2018 Budget which may include, but are not limited to Storm Water Revenue Bonds, Storm Water Operating Fund and the Storm Water Regional Facilities Fund. The City makes no minimum guarantee pertaining to the volume of work.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance awarding a construction contract to Pronto Sandblasting and Coating and Oil Field Services Company, Inc., in the amount not to exceed $3,799,726.00 for the 2017-2018 Task Order Contract for Storm Water Projects.
