SUBJECT:

2016 Assistance to Firefighters Grant


SUMMARY:

This ordinance ratifies the City of San Antonio Office of Emergency Management's (SAOEM) actions to apply for, accept, and appropriate, upon award, a grant in the amount of $54,115 from the 2016 Assistance to Firefighters Grant (AFG). This grant requires a 15% cash match in the amount of $8,117. This ordinance also authorizes the City Manager or her designee to execute any and all necessary documents to effectuate this grant award.


BACKGROUND INFORMATION:

The primary goal of the Assistance to Firefighters Grant is to enhance the safety of the public and firefighters with respect to fire-related hazards by providing direct financial assistance to eligible fire departments, nonaffiliated Emergency Medical Services organizations, and State Fire Training Academies. This funding is for critically needed resources to equip and train emergency personnel to recognized standards, enhance operations efficiencies, foster interoperability, and support community resilience. The last time the City received an award from the AFG program was in 2011.
This award will fund registration, travel, overtime, and backfill expenses for San Antonio firefighters to attend Weapons of Mass Destruction Radiologic/Nuclear technician Highway and Emergency Response Specialist training for Hazmat and the Technical Rescue teams.


ISSUE:

The Office of Emergency Management was required to submit an application to the State of Texas before this request could be approved by City Council; therefore acceptance of this award must be ratified by City Council. These funds will provide valuable training for SAFD Hazmat firefighters.


ALTERNATIVES:

If we do not accept this award, the Fire Department would incur the expense to fund this training.
