SUBJECT:

Interlocal Agreement with the Southwest Texas Regional Advisory Council for Trauma (STRAC) to provide WebEOC Technical Support Services for the City of San Antonio Office of Emergency Management.


SUMMARY:

An ordinance authorizing the acceptance of an Interlocal Agreement with STRAC to provide WebEOC Technical Support Services for the City of San Antonio Office of Emergency Management (SAOEM). Services include WebEOC technical support and programming, including hardware and software maintenance, for an estimated annual amount of $24,190 and to include a one-time payment for Mapper Professional Software of $8,580 for a total amount of $32,770.



BACKGROUND INFORMATION:

WebEOC is a crisis information management system and provides secure real-time information sharing capabilities amongst public safety agencies during large scale disasters. The City of San Antonio has utilized WebEOC for emergency planning and response efforts since 2004. The City of San Antonio Office of Emergency Management entered into an agreement with STRAC to host the WebEOC application at the City's Brooks Data Center, located at the SAEOM, with STRAC providing the failover site at their location for continuity. STRAC has since provided technical support, programming services, training, hardware and software maintenance, and the failover site, free of charge, since the implementation of the system. The annual reoccurring cost will enable STRAC to continue providing the outlined services.



ISSUE:

If the City of San Antonio does not establish an Interlocal Agreement with STRAC, the City will no longer be granted access to the system, which will limit our local public safety agencies to efficiently and effectively manage catastrophic events.
