Rosedale Park Improvements Project

 

 

SUMMARY:

 

This ordinance authorizes the lowest qualified bid and awards a construction contract to J. Sanchez Contracting, Inc. in an amount of $444,895.33, funded from 2016 Certificates of Obligation for the Rosedale Park Improvement Project included in the FY 2017-2022 Capital Improvement Program and appropriates $37,314.00 from the Texas Medicaid Waiver Program, for improvements at Rosedale Park in Council District 5.

 

 

BACKGROUND INFORMATION:

 

In the 2015 Texas legislative process, State Representatives Trey Martinez Fischer and Justin Rodriguez championed for funds to be included in the Texas Parks & Wildlife Department (TPWD) budget for park improvements at Rosedale Park for $250,000.00.  Matching funds were allocated in ordinance 2016-04-14-0280 from 2016 Certificates of Obligation for a total of $502,000.00, for the Rosedale Park Improvement Project.  On September 8, 2016, City Council approved the 1115 Medicaid Waiver Program through ordinance 2016-09-08-0686.  The Program is part of the City’s Healthy Neighborhood Project and will cover the cost of the shade structure improvements at Rosedale Park.

 

The Rosedale Park Improvement Project will include: the base bid which will provide sod, sidewalk, ADA parking to meet ADA requirements, portable toilet enclosure, and irrigation at soccer field No. 1; additive alternate No. 2 will provide irrigation, soil, and sod at soccer field No. 2; additive alternate No. 4 will provide irrigation, soil, and sod at soccer field No. 3; additive alternate No. 5 will provide 2 sets of 5-row bleachers; additive alternate No. 6 will provide a shade structure over new bleachers; and an allowance will provide a permanent plaque at the project site.  Design for this project was completed in the Spring of 2017 by Bender Wells Clark Design.  It is anticipated that construction will begin in September 2017 and will be completed in early 2018.

 

The request for lowest qualified bid was advertised on June 2, and June 7, 2017, in the Hart Beat and posted on TVSA and the Electronic State Business Daily website.  Four bids were received.  After reviewing the bidders’ qualifications and conducting interviews on June 27, 2017, J. Sanchez Contracting, Inc. was selected with the lowest qualified bid of $263,242.33, four additive alternates, and an allowance for a total amount of $444,895.33.  J. Sanchez currently has completed City park projects such as Raintree and Comanche Lookout park improvements.   

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 24% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  J. Sanchez Contracting, Inc. is certified and has exceeded the SBEDA goals.

 

 

ISSUE:

 

This ordinance authorizes the lowest qualified bid and awards a construction to J. Sanchez Contracting, Inc. in an amount of $444,895.33, for improvements at Rosedale Park.

 

 

ALTERNATIVES:

 

Should the City not approve this contract, the department would be required to re-bid the construction contract.  This would result in delays for the soccer field improvements at Rosedale Park.

 

 

FISCAL IMPACT:

 

This ordinance authorizes the lowest qualified bid for improvements at Rosedale Park in an amount of $444,895.33, funded from 2016 Certificates of Obligation for the Rosedale Park Improvement Project included in the FY 2017-2022 Capital Improvement Program, payable to J. Sanchez Contracting, Inc. and the appropriation of $37,314.00 from the Texas Medicaid 1115 Waiver Program Grant.

 

 

RECOMMENDATION:

 

Staff recommends approval of the lowest qualified bid for improvements to Rosedale Park in an amount of $444,895.33, payable to J. Sanchez Contracting, Inc.

 

This construction contract was developed utilizing the low bid process; therefore, a Contracts Disclosure Form is not required.
