Work Session on the development of the Housing Commission FY 2017 Annual Report


SUMMARY:

This item includes a staff briefing followed by a Housing Commission work session to develop materials for inclusion in the Housing Commission FY 2017 Annual Report. The Annual Report is scheduled to be produced as a printed document by the end of the fiscal year.


BACKGROUND INFORMATION:

In the Mayor's Task Force report, approved by City Council in 2015, the San Antonio Housing Commission to Protect and Preserve Dynamic and Diverse Neighborhoods is charged with several tasks, including oversight in the "production of an Annual Report on Neighborhood Change."

An abbreviated version of an Annual Report was created for FY 2016 and printed in September 2016. It included basic statistics on the affordable housing need in San Antonio, a timeline of milestone events by the Housing Commission, and brief descriptions of the Commission's ongoing work. The Housing Commission has indicated a desire to produce a more robust Annual Report for FY 2017.


ISSUE:

Staff recommends an Annual Report document for FY 2017 that is more thorough and can also serve as a basis for future planning efforts related to affordable/workforce housing. The Report should include components such as:
* Metrics related to the provision of affordable/workforce housing;
* Metrics related to neighborhood change and the potential loss of affordable/workforce housing;
* Local case studies of affordable housing developments completed in the past year;
* Local, state and/or national trends in housing policy;
* A timeline and description of Housing Commission accomplishments and future work topics; and
* A statement from the Housing Commission chairperson.
