Contract Award:  Lamar St. Reconstruction (Austin St to N. New Braunfels)

 

 

SUMMARY:

 

An ordinance for the Lamar St Reconstruction (Austin St. to N. New Braunfels) Project, a CDBG and 2017-2022 Bond funded project, accepting the lowest responsive bid and awarding a construction contract, including three additive alternates, to San Antonio Constructors, Ltd. in the amount of $5,457,166.50, of which $1,823,897.70 will be reimbursed by San Antonio Water System (SAWS) and $475,692.00 will be reimbursed by CPS Energy, located in Council District 2.

 

 BACKGROUND INFORMATION:

 

On May 6, 2017, San Antonio voters approved the $850 million 2017 - 2022 Bond Program of which $2,500,000.00 for the Lamar Street Reconstruction (Austin St to N. New Braunfels) Project was authorized.  

Project Background

The Lamar Street Project originated as a street rehabilitation project to be completed through the City’s rolling maintenance program. Upon further review, City staff recommended this project be considered as part of the 2017 Bond Program in order to allow for the full depth reconstruction that was necessary to improve the street conditions, including new curbs, sidewalks and driveway approaches.

The base bid of the Lamar St. Reconstruction Project provides for the full depth pavement reconstruction of Lamar St. from Austin St. to N. Palmetto St. and a mill and overlay from N. Palmetto St. to N New Braunfels St. with curb, sidewalks and driveway approaches throughout.  SAWS Sewer, SAWS Water and CPS Gas improvements will be included within the project limits.

At the time the project bid, the City was unsure whether the project had sufficient funds for additional improvements that were needed. The City chose to bid those improvements as additive alternates so that if those improvements were too costly, the project could still proceed with the base bid scope.  Additive Alternate No. 1 includes full depth reconstruction from Palmetto St. to N. New Braunfels rather than using the mill and overlay application. Additional project funds from supplemental CDBG funding allowed for the full depth reconstruction. Additive Alternate No. 2 includes the addition of ITSD conduit throughout the project limits for the City of San Antonio’s ITSD infrastructure.  Additive Alternate No. 3 includes the installation and three year maintenance for trees along Lamar St.

A community meeting was held on September 21, 2016, to gain neighborhood input.  Coordination with the businesses and local residents will be made to maintain accessibility during construction and accommodations, such as providing temporary driveway access to residential and commercial properties and phasing the construction work to minimize traffic inconveniences to the traveling public, will be completed as required.

Previous Council Action

On January 14, 2016, City Council approved the swapping of $949,679.79 Street Maintenance Program (SMP) funds to CDBG-eligible funding for the Lamar St. Reconstruction project.   On June 15, 2017, City Council approved the utilization of $700,281.13 in supplemental CDBG funding to fully fund the Lamar Reconstruction project.

Procurement of Services

This Project was advertised for construction bids in June 2017 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans also were available for review by potential bidders at the office of Bain Medina Bain, Inc., 7073 San Pedro Ave, San Antonio, Texas, 78216. Bids for this Project were opened on July 18, 2017 and four bidders responded. Of these, San Antonio Constructors, Ltd. submitted the lowest responsive bid. A summary of the bid outcome is included as an attachment.

This contract will be awarded in compliance with the U.S. Department of Housing and Urban Development’s Section 3 program which requires economic opportunities be directed to low-income persons and businesses. Under the Section 3 program, three percent of the total dollar amount of all non-construction Section 3 covered contracts shall be awarded to Section 3 businesses.  The Office of Grants Monitoring and Administration will review and approve a Section 3 Utilization Plan submitted by the Respondent prior to the commencement of contract activity, as required by HUD funding.

 

ISSUE:

 

This ordinance for the Lamar St. Reconstruction (Austin St. to N. New Braunfels) Project, a CDBG and 2017-2022 Bond funded project, accepting the lowest responsive bid and awarding a construction contract, including three additive alternates, to San Antonio Constructors, Ltd. in the amount of $5,457,166.50, of which $1,823,897.70 will be reimbursed by San Antonio Water System (SAWS) and $475,692.00 will be reimbursed by CPS Energy, located in Council District 2.

This Project consists of full depth pavement reconstruction of Lamar St. from Austin St. to N. New Braunfels St. with curb, sidewalks and driveway approaches throughout.  SAWS Sewer, SAWS Water and CPS Gas improvements will be included within the project limits.  Additive Alternate No. 2 includes the addition of ITSD conduit throughout the project limits for the City of San Antonio’s ITSD infrastructure.  Additive Alternate No. 3 includes the installation and three year maintenance for trees along Lamar St.

Project construction is anticipated to begin in October 2017 and estimated to be completed by December 2018. Construction activities will take place six days a week, sunrise to sunset.

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of this Project.

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $5,457,166.50, payable to San Antonio Constructors, Ltd.  Of this amount, $1,823,897.70 will be reimbursed by SAWS and $475,692.00 will be reimbursed by CPS. Funds are available from 2017-2022 General Obligation Bonds and Community Development Block Grant (CDBG) funds.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $5,457,166.50, payable to San Antonio Constructors, Ltd., for construction of the Lamar St. Reconstruction (Austin St. to N. New Braunfels) Project.
