SUBJECT: Traffic Signal Intersection Improvements


SUMMARY:

An Ordinance for a Traffic Signal Intersection Improvements project, accepting the lowest responsive bid and awarding a construction contract in the amount of $950,728.80 to E-Z Bel Construction LLC for the reconstruction of the traffic signals at four intersections located in Council Districts 1, 3, 4, and 5.


BACKGROUND INFORMATION:

The Traffic Signal portion of the Infrastructure Management Program (IMP) is used to reconstruct aging traffic signal infrastructure that has reached the end of its useful life. The program identifies those locations which are in the greatest need of replacement to avoid repetitive high maintenance costs. The reconstruction of the traffic signal infrastructure includes replacing older wood pole signal supports as well as very old metal pole structures with steel mast arm poles. In addition, all traffic signal heads, vehicle detection systems, pedestrian signals, battery backup units, and internally illuminated street name signs are replaced. These projects also reconstruct sidewalks and curb ramps when necessary to ensure that access to pedestrian signals is accessible to all users of the transportation system. Typically, the annual Traffic Signal IMP has operated on an 18-month schedule due to the time it takes to design the signal system, coordinate with any impacted utilities and relocate them as needed, acquire materials, and construct the signal system.

* Applewhite Rd. @ Poteet Jourdanton Fwy., Council District 4
