SUBJECT: Contract Award: Tiffany Drive Sidewalks

 

 

SUMMARY:

 

An ordinance for the Tiffany Drive Sidewalk Project accepting the lowest responsive bid and awarding a construction contract in the amount of $322,261.00, payable to Pronto Sandblasting and Coating and Oil Field Services, Co. Inc., a 2012-2017 General Obligation Bond funded project, located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

On May 12, 2012, San Antonio voters approved the 2012-2017 General Obligation Bond Program which authorized $6,068,000.00 for District 1 Area Pedestrian Mobility & Street Improvements. The balance of the Project funds approved shall be used for design services, environmental services, advertising, property acquisition and project management.

 

As part of the planned improvements for District 1, Transportation & Capital Improvements (TCI) worked closely with the Council office to identify areas of need and to start the Pre-Cast Panel Pilot Program for sidewalks. The program was used for the installation of 1,500 linear feet of sidewalks along La Manda Street from West Avenue to Vance Jackson. Piloting the program on La Manda provided the opportunity with evaluating installation practices, contractor production rates with pre-cast panel installation and a comparison of performance between pre-cast panels and cast-in-place sidewalks along the same stretch of roadway. 

 

With coordination from the District 1 Council office, TCI is ready to move forward with the second installation of 1,600 linear feet of pre-cast panel sidewalks along Tiffany Drive from Briarfield to Marlborough. The second installation of pre-cast panel sidewalks will provide the City with the opportunity to evaluate the cost of pre-cast panel sidewalks under a competitive bid environment. In the course of identifying additional pedestrian mobility project as part of the 2012 Bond Program, TCI looked at existing sidewalk projects planned as well as took into consideration proposals from the Council office. TCI worked with the Council office to select the Tiffany Drive sidewalks from the 2018 IMP Sidewalk Program. The Tiffany project was selected due to the similar distance as La Manda and for the benefits in connectivity it would provide. By delivering the sidewalks as part of the 2012 Bond Program, capacity was created in the 2018 IMP Sidewalk Program to allow for sidewalks to be expedited from a later programmed year in the IMP.

 

 The Tiffany Drive sidewalk project was selected from the 2018 IMP Sidewalk Program. It will provide connectivity to the existing sidewalks that exist along Marlborough, Hopeton, Belvoir and Gainsborough which lead into Colonial Hills Elementary School and Jackson Middle School. Construction is scheduled to begin in October 2017 and estimated to be completed in January 2018.

 

Procurement of Services

The Project was advertised for construction bids in the San Antonio Hart Beat, on the City of San Antonio’s website and the Texas Electronic State Business Daily in July 2017.  Bids for this Project were opened on August 8, 2017 and five bidders responded. Pronto Sandblasting and Coating and Oil Field Services, Co. Inc. submitted the lowest responsive bid.  A summary of the bid outcome is included as an attachment.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal and 2% African American Business Enterprise (AABE). Pronto Sandblasting and Coating and Oil Field Services, Co. Inc. have committed to 25% M/WBE and 2% AABE subcontractor participation.

 

 

ISSUE:

 

This ordinance for the Tiffany Drive Sidewalk Project accepts the lowest responsive bid and awards a construction contract in the amount of $322,261.00, payable to Pronto Sandblasting and Coating and Oil Field Services, Co. Inc., a 2012-2017 General Obligation Bond funded project, located in Council District 1.

 

This project provides for the construction of sidewalk improvements from on Tiffany Drive Briarfield to Marlborough. The project will provide much needed connectivity to the existing sidewalks that exist along Marlborough, Hopeton, Belvoir and Gainsborough which lead into Colonial Hills Elementary School and Jackson Middle School. Construction is scheduled to begin in October 2017 and estimated to be completed in January 2018.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.

  

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $322,261.00, payable to Pronto Sandblasting and Coating and Oil Field Services, Co. Inc. Funds are available from the 2012-2017 General Obligation Bond Program and are included in the 2017-2022 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $322,261.00 to, Pronto Sandblasting and Coating and Oil Field Services, Co. Inc.
