Job Order Contracts: Traffic Infrastructure Improvements around San Antonio International Airport

 

 

SUMMARY:

 

An Ordinance authorizing two task orders to Job Order Contracts with Alpha Building Corporation (Alpha) and Tejas Premier Building Contractor, Inc. (Tejas) for the construction work related to the ground transportation lot improvements, reduction of a traffic median and terminal curbside improvements at the San Antonio International Airport (SAT). Of the $600,000.00 for the construction work, the agreement, payable to Tejas, is in the amount not to exceed $410,000.00 and the agreement, payable to Alpha, is in the amount not to exceed $190,000.00. The Council action will also appropriate $600,000.00 from the Capital Improvement Fund, will amend the FY 2017-FY 2022 Capital Improvement Program, and with the payment being contingent upon the availability of funds to be provided through the proposed Interim Airport Financing.

 

 

BACKGROUND INFORMATION:

 

In an effort to improve the customer experience and coordinated with the opening of the Consolidated Rental Car Facility, the Aviation Department has begun implementing new programs to upgrade traffic signage and traffic markings at the San Antonio International Airport. On June 29, 2017, City Council authorized the appropriation of $148,000.00 through Ordinance 2017-06-29-0516 for the design work for a concrete traffic median reduction and ground transportation lot cut outs to mitigate traffic congestion in front of the terminals. The ground transportation lot is on the north east corner of Airport Blvd and Northern Blvd. As part of the project, the entrance to the ground transportation lot will move from the current location near Airport Blvd and Northern Blvd to reduce traffic congestion at that intersection. The current exit of the ground transportation lot (also called the Orange Lot) will be expanded to become the new entrance and exit which is on the north side of the ground transportation lot.

 

Tejas and Alpha will perform the construction work associated with these improvements.

 

Job Order Contract with Tejas

Tejas will be responsible for three phases of the project:

1.                     The modification of the current exit of the ground transportation lot to become the primary entrance and exit for the lot which will include the addition of a new entrance lane and the associated IT work, widening of the adjacent driveway and installation of the automatic vehicle identification (AVI) readers. Striping and signage will also be part of the project.

2.                     The reduction of the traffic median in front of the lower level of the terminal to include the removal of the vegetation and cantilever signage. The AVI posts and readers, currently located at a dedicated taxi lane, will be relocated to the traffic median (and outer curb of the lower level in front of the terminals). Roadway lanes will be adjusted and the roadway pavement sealed.

3.                     The installation of smart crosswalks from the front of the lower terminal level to the outer curb (traffic median) and new physical barrier along the terminal curbside to prevent a traffic chokehold at the entrance of the personal vehicle pick-up area.

The amount of the contract is in the amount not to exceed $410,000.00.

 

Job Order Contract with Alpha

Alpha will construct a cut-out between Airport Blvd and the service road to allow ground transportation vehicles to access the new entrance and exit to the ground transportation lot. The scope of work will include removing vegetation, adding asphalt for the turning lanes and striping and signage. The amount of the contract is in the amount not to exceed $190,000.00.

 

ISSUE:

 

City Council authorization is required for JOC contracts over $100,000.00.

 

 

ALTERNATIVES:

 

As an alternative, the work could be delivered utilizing another delivery method. However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not to exceed $600,000.00. As part of this action, $600,000.00 will be appropriated from the Airport Capital Improvement Fund and will amend the FY 2017-FY 2022 Capital Improvement Program. Payment of such expenditure is contingent upon the receipt of funds through the Interim Airport Financing, which currently is expected to be presented to City Council for approval in September 2017 and available to draw funds thereunder in late September or early October.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of a task order to a Job Order Contract with Tejas and Alpha, respectively, for infrastructure improvements to improve traffic flow at the San Antonio International Airport.
