SUBJECT: Post-Solicitation Briefing for Design Services for the Airport Integrated Control Center
The Airport Integrated Control Center will serve as an informational hub leveraging personnel and technology to maintain situational awareness and manage “day of” operations using collaborative decision making between stakeholders. The facility will also enhance the functional capabilities of the Airport Operations division. The facility will house the Airport’s communication staff, Airport Operations staff, Airport Duty Managers and the Airport Emergency Center while providing space in the control center for representatives from Parking, Maintenance, Security, and Airport Police in a centralized location, away from the airport terminals.
The requested services are intended to continue the design development in coordination with City, utility companies and other stakeholders to refine the needs and requirements of each functional area. Cost estimates and project schedules will also be provided.
On June 23, 2017, a Request for Qualifications (RFQ) was released seeking qualified and experienced consultant(s) to provide Design Services and Construction Administration Services for the Airport Integrated Control Center. The estimated cost for design and construction administration services for this project is $1,000,000.
The RFQ was advertised in the Hartbeat and on the City’s website on June 23, 2017. Responses were due July 25, 2017, and a total of four (4) firms responded to the RFQ. A selection committee consisting of staff from Aviation, Office of Emergency Management, TCI and the Airport Advisory Committee evaluated and ranked the submissions.
The selection committee evaluated and scored the proposals based on the published criteria which included: experience, background and qualifications of key personnel; experience with issues in the San Antonio Region and past experience with the City of San Antonio; proposed management plan; and Small Business Economic Development Advocacy (SBEDA) Program points for certified Small and Minority/Women-Owned Business Enterprises.
This item is tentatively scheduled for Council consideration in October 2017.
