SUBJECT:

 

Interlocal Agreement with CPS Energy establishing the terms and conditions for coordinating and synchronizing certain Geographic Information System (GIS) data and activities between the two parties.

 

 

 

SUMMARY:

 

The City of San Antonio and CPS Energy routinely exchange data for the purposes of both entities’ business processes. Much of that data is maintained in each party's Geographic Information Systems. In order for each party to realize maximum value from this data sharing, it is necessary to establish and maintain data exchange standards and procedures.

 

 

 

 

BACKGROUND INFORMATION:

 

There are business processes across the City and CPS that depend on both agencies having a common view of GIS information. For example, CPS is notified when new addresses are recorded by the Development Services Department, and CPS manages the billing for the Solid Waste Management Departments waste collection fees. CPS also shares address information with the City in possible annexation zones. The sensitivity of all such information requires appropriate security controls be placed on how that information is accessed or used. In order for these processes to run smoothly, accurately, and securely, it has become necessary to establish data standards governance by means of an Interlocal Agreement.

 

 

 

 

 

 

ISSUE:

 

The City and CPS have a need to share sensitive GIS information with a high degree of accuracy and appropriate security controls.

 

 

 

ALTERNATIVES:

 

If this Interlocal Agreement is not approved by the City and CPS the parties will not be able to share sensitive information necessary to support each of the parties’ data needs.

 

 

 

FISCAL IMPACT:

 

None.

 

 

RECOMMENDATION:

 

Staff recommends approval of the Interlocal Agreement.
