An ordinance for the Westover Valley Relief Channel project, accepting the lowest responsive bid and awarding a construction contract in the amount of $967,920.82 to D. Plata Construction Company, LLC, a 2016 Storm Water Regional funded project, located in Council District 6.


BACKGROUND INFORMATION:

Project Background
The purpose of the Westover Valley Relief Channel project is to alleviate the risk of flooding to the Westover Valley Subdivision. Residents in the Westover Valley Subdivision experienced flooding in their yards and homes in August 2007 prompting Public Works to construct an emergency relief channel. The proposed regrading and concrete-lining of the existing channel to Culebra Creek will capture runoff from upstream properties and convey it through a dedicated drainage easement outfalling at Culebra Creek. The Storm Water Regional Fund will fund the construction of the project. The Westover Valley Relief Channel Project construction is anticipated to begin October 2017 and estimated to be completed by September 2018.

Procurement of Services
This contract was advertised for bids in July 2017 in the San Antonio Hart Beat, City's website, Texas Electronic State Business Daily and TVSA. Bids for this Project were opened on August 22, 2017 and nine bidders responded. Of these, D. Plata Construction Company, LLC submitted the lowest responsive bid.

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.
