Construction Awards for Runway 13R Rehabilitation - Package 5 at the San Antonio International Airport
SUMMARY:
Consideration of following two items related to the Federal Aviation Administration Airport Improvement Program for the San Antonio International Airport:
A. This Ordinance authorizes a construction contract with SpawGlass Civil Construction, Inc. for Runway 13R Rehabilitation - Package 5 project in the amount of $4,368,679.15. This project was part of the grant application for the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) that City Council authorized in June 2017 through Ordinance 2017-06-29-0517. The FAA notified the City that it had awarded an AIP grant in the amount of $5,656,278.00. The City is providing its match in the amount of $1,885,427.00 from Interim Financing and previously appropriated Airport Capital Improvement Funds.
B. This Ordinance authorizes an amendment with Kimley-Horn and Associates, Inc. (KHA) in an amount not to exceed $1,985,500.42 for construction administration, resident project representation, project management, environmental construction oversight, and inspection services and additional design services for the project. The FAA grant portion of the project is in the amount of $1,084,406.00, while the City’s match is $369,315.71 from Airport Capital Improvement Funds. The additional design services in the amount of $531,778.71 will be funded with Airport Capital Improvement Funds. The grant includes the reimbursement to the City in the amount of $513,765.00 for previously completed design services.
BACKGROUND INFORMATION:
The City regularly partners with the FAA for continued AIP funding for eligible projects at the Airport. AIP funding is based on the Airport’s preliminary submittal of its annual Airport Capital Improvement Plan (ACIP) to the FAA. Through the ACIP, the Airport identifies priority projects to be funded. These AIP projects may be eligible for grant funding of up to 75% of eligible project costs with the City providing the matching share. With this grant program, the Airport System is able to share costs with the FAA on large and critical airfield projects at the San Antonio International Airport.
In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with Kimley-Horn and Associates (KHA) for three airfield projects: Runway 12R (now 13R) Rehabilitation, Terminal Areas Taxiways and Taxiway E Reconstruction. Although the amendment refers to ‘Runway 12R’ Rehabilitation, the Runway has since been renumbered to 13R in March of 2017 due to changes in the Earth’s magnetic shifts and will be referred to as Runway 13R moving forward. The construction phases for the three projects have been consolidated in order to maximize potential grant money the City receives each year and minimize impacts to airline and airport operations.
Runway 13R Rehabilitation - Taxiway R Rehabilitation - Package 5
The multi-phased Runway 13R Rehabilitation project includes: design and reconstruction of two localized pavement areas on each end of the runway; rehabilitation of Runway 13R/31L’s electrical systems including replacement of the emergency generator; reconstruction of Taxiway J between Runway 13R/31L and Taxiway G; removal of two in-ground taxiway bridges and subsurface materials; and reconstruction of portions of Taxiway R.
Previous grants have funded the previous phases of the project. The most recent construction phase is nearing completion and rehabilitated the primary Runway 13R/30L’s electrical systems including runway edge, runway centerline, and runway touchdown zone lighting systems, and the airfield electrical vault. It also reconstructed Taxiway J between Taxiway G and Runway 13R/31L, and reconstructed Taxiway G near Taxiway A, and Taxiway G at its intersection with Taxiway D. The work includes grading, drainage, utilities, lighting, shoulders, signage, and markings.
Construction Award for Package 5
Package 5 is the start of a multi-phased project that will ultimately rehabilitate Taxiway R by removing two in-ground taxiway bridges (parallel and connector to Runway 13L/31R) removing underlying municipal solid waste and construction debris waste; and, reconstructing Taxiway R at grade. This work will enhance safety through the removal of underlying unsuitable materials for a stabilized life expectancy of the pavement. Upon the rehabilitation of both bridges, it will also improve airfield capacity by returning a more direct route for cargo aircraft to Runway 13R, and return the third access route for heavy aircraft between the north side of the airport and Runway 13R/31L.
The scope of work in this project will close Taxiway R from the corner of Taxiway R to the west of the ARFF building (the fire station at SAT). The project will remove the in-ground taxiway bridge, parallel to Runway 13L/31R, remove underlying municipal solid waste and construction debris waste; and, reconstruct Taxiway R at grade. The work includes grading, drainage, lighting, electrical, and markings. The taxiway shoulders will be deferred to a future project phase.
The low bid solicitation for this package was released in May 2017. The solicitation was advertised in Hart Beat and on the City of San Antonio website. Five bids were opened on Tuesday, June 27, 2017. KHA evaluated the bids and determined the lowest, responsive bid was SpawGlass.
Disadvantaged Business Enterprise
The solicitation was released under the FAA Disadvantaged Business Enterprise (DBE) Program. The Small Business Division of the Aviation Department reviewed and approved the Good Faith Effort Plan submitted by SpawGlass.
Kimley-Horn Administration Amendment
The original contract amount for planning and design services was $5,191,606.00. Previous amendments were authorized for additional design services and construction phase services for each year’s construction package for the three airfield projects.
This amendment will increase the contract in the amount of $1,985,500.42. It will provide for construction administration services, resident project representation, project management services, environmental construction oversight and inspection services for Package 5 of the Runway 13R Rehabilitation project. It will also include additional design and bidding services to support future phases of the Taxiway R Rehabilitation portion for the Runway 13R Rehabilitation project.
Two remaining phases are currently anticipated to complete the removal of the in-ground bridges and associated work: 1) construction of a temporary taxiway to provide tenant access to the taxiway/runway system during the closure of Taxiway R and its intersection with Taxiway RC during removal of the second bridge, and 2) removal of the Taxiway R in-ground bridge (connecting to Runway 13L/31R) and subsurface materials, and reconstruction of a portion of Taxiway R connector. During the design process and in coordination with the FAA, it may be determined that an additional phase is required due to budget constraints and/or minimizing impacts to airport and FAA operations.
ISSUE:
This action continues the City Council’s policy of utilizing federal funds for airport projects when available, enhancing airfield capacity and safety, and improving land uses at the San Antonio International Airport.
ALTERNATIVES:
City Council could choose not to approve the awarding this construction contract or the amendment to the design consultant; however, the City is not equipped or staffed to construct the project. Additionally, the amendment provides the FAA-required third party inspection services.
FISCAL IMPACT:
The total fiscal impact for the two Ordinances is $7,554,391.56 of which the FAA AIP grant provides for $5,656,278.00 and the City provides $1,898,113.56 from Interim Financing and previously appropriated Airport Capital Improvement Funds. These actions will appropriate funds and amend the FY 2018 Aviation Capital Improvement Budget.
A. Funding in the amount of $4,368,679.15 for the construction contract with SpawGlass for the Runway 13R Rehabilitation Package 5 project is available in the FY 2018 Capital Budget. Project soft costs, including contingency, total $1,200,211.99. The FAA grant portion of the project is in the amount of $4,058,106.00, while the City’s match is $1,510,785.14.
B. Funding for the amendment to the professional services agreement with KHA in the amount of $1,985,500.42 for construction phase services for Package 5 and design services for future Taxiway R phases. The funding is available from Interim Financing and previously appropriated Airport Capital Improvement Funds, and in the FY 2018 Aviation Capital Budget. The FAA grant portion of the project is in the amount of $1,084,406.00, while the City’s match is $369,315.71. The additional design services in the amount of $531,778.71 will be funded with Airport Capital Improvement Funds, with the FAA reimbursing the City in the amount of $513,765.00.
RECOMMENDATION:
Staff recommends the authorization of construction contract with SpawGlass and an amendment to the professional services agreement with Kimley Horn and Associates.
