SUBJECT: Pre-K 4 SA Board of Directors Appointment
SUMMARY:
This item allows the Governance Committee to forward recommendations to the full City Council for appointments to the Pre-K 4 SA Board of Directors for City Council District appointments for the Board Members representing Districts 6, 9, and 10.
BACKGROUND INFORMATION:
The Early Childhood Education Municipal Development Corporation (Pre-K 4 SA) Board of Directors is comprised of 11 Board Members. In accordance with the Pre-K 4 SA bylaws, the Board of Directors is appointed by the City Council and the Mayor. Each City Council member and the Mayor appoint one Director to the Board. The Mayor's appointee serves as the Chairperson of the Board. District appointees do not have to reside in the City Council District for which they are serving, but they do need to have residency in the City of San Antonio.
Board Members serve two-year staggered terms. Pre-K 4 SA Board of Directors appointees, their respective City Council Districts, and expiration dates of terms follow.

ISSUE:
This item allows the Governance Committee to forward recommendations to the full City Council for appointment to the Pre-K 4 SA Board of Directors for City Council Districts 6, 9, and 10. The seats for City Council Districts 6 and 10 are currently vacant. The representative for City Council District 9 is currently in holdover status. The expiration dates of terms for new appointees will be as follows.
District 6 - May 31, 2018
District 9 - May 31, 2019
District 10 - May 31, 2018
The City Council Member for City Council District 6 has recommended appointing Dr. Tracy Hurley who has expressed a willingness to serve on the Board. The City Council Member for City Council District 9 has recommended reappointing Dr. Gogi Dickson who has expressed a willingness to continue to serve on the Board. The City Council Member for City Council District 10 has recommended appointing Elizabeth Stephens who has expressed a willingness to serve on the Board. Staff is supportive of the City Council Members’ recommendations.
After the Governance Committee meeting on October 18, 2017, nominees for the aforementioned City Council Districts will be presented to the full City Council on November 2, 2017.
The following is a brief background for each Board Member being recommended.
District 6 - Dr. Tracy Hurley
Dr. Hurley has a Ph.D. in Business and a Master of Business Administration and Bachelor of Business Administration from the University of Houston. Currently Dr. Hurley serves as the Dean of the College of Business at Texas A&M University - San Antonio. Dr. Hurley has over 20 years of experience in public higher education. Dr. Hurley previously served on the SA 2020 Education Task Force as a representative of Texas A&M University - San Antonio.
District 9 - Dr. Gogi Dickson
Dr. Dickson has a Ph. D. in Educational Leadership and Administration from Texas A&M University. Dr. Dickson has over 30 years as an educator for elementary, secondary, and higher education. Dr. Dickson has served on the Pre-K 4 SA Board of Directors since September 2015.
District 10 - Elizabeth Stephens
Elizabeth has a Bachelor of Science in Human and Organizational Development with a concentration in Leadership Development from Vanderbilt University. She is the Founder of Gus Owen Stephens Memorial Foundation, a non-profit organization that creates fundraising opportunities for nursing continuing education and mission-based scholarships. Ms. Stephens also is the Owner of The Clarity Collective which specializes in brand consulting, and she serves on the Board of Directors for the Children’s Bereavement Center.
ALTERNATIVES:
City staff worked with each of the City Council Members to provide them alternative Board appointee options. The recommendations herein are consistent with the City Council Districts’ input.
FISCAL IMPACT:
There is no fiscal impact associated with this briefing.
RECOMMENDATION:
Staff recommends that the Governance Committee approve forwarding the recommended appointees for City Council Districts 6, 9, and 10 to the full City Council for consideration of approval.
