Contract Award: Gillette Boulevard Street Reconstruction & Drainage Improvements
SUMMARY:
An ordinance for the Gillette Boulevard Street Reconstruction and Drainage Improvements project, accepting the lowest responsive bid and awarding a construction contract including an additive alternate in the total amount of $2,286,673.80 to R.L. Jones LP, of which $146,800.00 will be reimbursed by CPS Energy and $983,165.80 will be reimbursed by SAWS, a Stormwater Operation Funded project located in Council District 3.
BACKGROUND INFORMATION:
Project Background
The purpose of the Gillette Boulevard Street Reconstruction and Drainage Improvements project is to alleviate flooding issues with the current street’s lack of curbs. The street reconstruction on Gillette Boulevard between Moursund Boulevard and Clamp Avenue will include driveways, sidewalks, and curbs. An underground drainage system will be required for the low section in between Clamp Avenue and Moursund Boulevard; this will tie into an existing drainage system on Moursund.
There is an additive alternative to improve drainage conditions from Clamp Avenue to Garnett Avenue. The additive alternative entails only the installation of a storm drain system; it does not include the installation of asphalt, curbs, and sidewalks. The benefit of doing this additive alternative now is that it will provide additional drainage improvements to neighboring properties. The Gillette Boulevard Street Reconstruction and Drainage Improvements project is anticipated to begin January 2018 and estimated to be completed by March 2019.
Procurement of Services
This contract was advertised for bids in July 2017 in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily and TVSA. Bids for this Project were opened on August 15, 2017 and eight bidders responded. Of these, R.L. Jones LP, submitted the lowest responsive bid.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 19% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) Subcontracting Goal. R.L. Jones LP, has committed to 19% M/WBE and 2% AABE subcontractor participation.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:

ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. However, R.L. Jones LP, is responsive, and has been reviewed and verified by the consultant. Re-advertising this project could result in a higher bids and a potential funding shortfall. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $2,286,673.80 authorized payable to R.L. Jones LP, for construction of the Gillette Boulevard Street Reconstruction and Drainage Improvements project. Funds are available from the Storm Water Regional Fund and are included in the 2018-2023 Capital Improvement Program Budget.
RECOMMENDATION:
Staff recommends the approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $2,286,673.80, authorized payable to R.L. Jones LP, for the construction of the Gillette Boulevard Street Reconstruction and Drainage Improvements project.
