2017 Preventative Radiological and Nuclear Detection (PRND) Grant Program
SUMMARY:
This ordinance authorizes the City of San Antonio Office of Emergency Management (SAOEM) to apply for, accept, and appropriate, upon award, $28,850 from the 2017 Preventative Radiological and Nuclear Detection (PRND) Grant Program. This grant program is aimed at the prevention of a radiological or nuclear attack and addresses high-priority preparedness gaps within the two of the 32 core capabilities identified by the Department of Homeland Security as (1) Interdiction and Disruption and (2) Screening, Search and Detection.
BACKGROUND INFORMATION:
The Office of Emergency Management has been a participating member of the Texas Nuclear Sector Working Group since 2015. This group includes 27 participants from 18 Federal, State and local agencies who participate in the State of Texas Nuclear Sector Working Group Status and PRND ConOps Workshop Initial Planning Meeting. The group provided the status on grant applications and equipment procurements, shared summer/fall 2017 exercise and training plans, updated the NSWG meeting schedule, confirmed the PRND ConOps Workshop agenda and scope, and advanced the workshop scenarios. During a recent workshop it was determined that large urban areas required additional or new radiological detectors. The state created the 2017 Preventative Radiological and Nuclear Detection (PRND) Grant Program using 2015 State Homeland Security Program grant funds to address this need. Funding through the PRND grant in an amount of $28,850 will be used to purchase radiological detection equipment. This equipment will be used for the prevention and detection of nuclear and radiological attacks.
