Contract Award:  Medical Center Infrastructure Improvements along Floyd Curl Dr. (Floyd Curl Green Street)

 

SUMMARY:

 

An ordinance for the Medical Center Infrastructure Improvements along Floyd Curl project, accepting the lowest responsive bid and awarding a construction contract in the amount of $4,738,344.78, to J3 Company, LLC., of which $80,050.00 will be reimbursed by San Antonio Water System (SAWS), a Certificates of Obligation, TxDOT grants and Medical Center Alliance funded project, located in Council District 8.

 

 

 BACKGROUND INFORMATION:

 

In an effort to increase the safety of pedestrians, near and around schools and transportation sites, the City submitted for funding to the Alamo Area Metropolitan Planning Organization (AAMPO) for infrastructure improvements.  Five projects were submitted that supported the Transportation Alternatives Program (TAP) intention to promote non-motorized transportation as an integral part of the overall transportation system. Floyd Curl Drive is identified as a “Green Street” in the 2014 Medical Center Master Plan and was selected by the AAMPO to be funded. The City executed an Advanced Funding Agreement with the TxDOT through Ordinance 2015-08-06-0637.

As a Local Agency Management (LAM) project, the City will receive federal funds administered through TxDOT and will manage the construction project.  The City must follow federal requirements to ensure reimbursement from TxDOT. 

 

This project includes the construction of: A two-way cycle track along the west side of Floyd Curl Drive from Louis Pasteur to Hamilton Wolfe; A two-way cycle track along the east side of Floyd Curl Drive from Hamilton Wolfe to Fawn Meadow; Sidewalks on both sides along Floyd Curl Drive from Louis Pasteur to Fawn Meadow; Landscaped medians from Fawn Meadow to Louis Pasteur; and a mill & overlay from Louis Pasteur Drive to just short of Hamilton Wolfe. SAWS Sewer, SAWS Water and SAWS Recycled Water adjustments will be included within the project limits.

 

Previous Council Action

On August 21, 2014, City Council authorized the submission of an application to the Alamo Area Metropolitan Planning Organization (AAMPO) for five (5) projects for funding consideration under the Transportation Alternatives Program through Ordinance 2014-08-21-0615.  On August 6, 2015, City Council authorized the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation accepting $628,000 from the Medical Center Alliance for construction through Ordinance 2015-08-06-0637.

Procurement of Services

This Project was advertised for construction bids in August 2017 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office.  Plans also were available for review by potential bidders at the office of Pape-Dawson Engineers, Inc., 2000 NW Loop 410, San Antonio, Texas, 78213. Bids for this Project were opened on August 29, 2017 and four bidders responded. Of these, J3 Company, LLC. submitted the lowest responsive bid. A summary of the bid outcome is included as an attachment.

Due to the utilization of federal dollars, the Disadvantaged Business Enterprise (DBE) program of the State of Texas is utilized in place of SBEDA. The DBE goal for this project is 6.0%.  This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

ISSUE:

 

This ordinance for the Medical Center Infrastructure Improvements along Floyd Curl project, accepts the lowest responsive bid and awards a construction contract in the amount of $4,738,344.78, to J3 Company, LLC., of which $80,050.00 will be reimbursed by San Antonio Water System (SAWS), a Certificates of Obligation, TxDOT grants and Medical Center Alliance funded project, located in Council District 8.

The project provides for the construction of a two-way cycle track along the west side of Floyd Curl Drive from Louis Pasteur to Hamilton Wolfe; a two-way cycle track along the east side of Floyd Curl Drive from Hamilton Wolfe to Fawn Meadow; sidewalks on both sides along Floyd Curl Drive from Louis Pasteur to Fawn Meadow; landscaped medians from Fawn Meadow to Louis Pasteur; and a mill & overlay of the street from Louis Pasteur Drive to just short of Hamilton Wolfe. SAWS infrastructure improvements will be included within the project limits.

Project construction is anticipated to begin in January 2018 and estimated to be completed by January 2019. Construction activities will take place six days a week, sunrise to sunset.

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of this Project and funding.

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure for the Medical Center Infrastructure Improvements along Floyd Curl Dr. in the amount of $4,738,344.78, authorized payable to J3 Company, LLC., of which $80,050.00 will be reimbursed by San Antonio Water System (SAWS), up to $3,726,635.82 reimbursed by Federal funds, up to $400,613.35 reimbursed by State funds and $531,045.61 funded by part of the Medical Center Alliance agreement funds, which represents the City’s Local Agency Management (LAM) project match requirement with TxDOT.  The remainder of the Medical Center Alliance agreement funding will be utilized for change orders and other construction-related expenses.  Ordinance 2015-08-06-0637 authorized an Advanced Funding Agreement with TxDOT, accepting reimbursement in an estimated amount of $5,152,976.00; however, the funds were adjusted down to match the construction bid. Funds for the construction project are available from Certificates of Obligation, TxDOT grants, contributions from the Medical Center Alliance and are included in the FY 2018 - FY 2023 Capital Improvement Program.

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance awarding a construction contract in the amount of $4,738,344.78, to J3 Company, LLC., for the Medical Center Infrastructure Improvements along Floyd Curl project.
