Contract Award: La Villita Electrical Panel Upgrade

 

 

 

SUMMARY:

 

An ordinance for the La Villita Electrical Panel Upgrade project, accepting the lowest responsive bid and awarding a construction contract including an additive alternate in the total amount of $240,341.20 to CRI Electric, Inc., an FY2017 Deferred Maintenance Program funded project located in Council District 1.

 

 

 

BACKGROUND INFORMATION:

 

Project Background

La Villita Historic Arts Village is an art community in downtown San Antonio that houses art galleries, restaurants, and stores selling souvenirs, gifts, custom jewelry, and imported Mexican folk art.  This project will remove and replace existing electrical panels with new panels.  These upgrades will provide easy electrical connections for vendors during events.   

 

There is an additive alternative to provide updated panel schedules for all panelboards and mark-up drawings.  The benefit of doing this additive alternative now is that it will remedy a site deficiency in which many panelboard schedules are lacking information or are completely absent.  The La Villita Electrical Panel Upgrade construction is anticipated to begin January 2018 and estimated to be completed by March 2018.

 

   

 

Procurement of Services

This contract was advertised for bids in September 2017 in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily and TVSA.  Bids for this Project were opened on October 3, 2017 and three bidders responded.  Of these, CRI Electric, Inc., submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program. CRI Electric, Inc. is a small, minority, women-owned firm that will be self-performing the 24% Minority and/ or Women-Owned Business Enterprise (M/WBE) subcontracting goal.

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required. 

 

ISSUE:

 

This ordinance for the La Villita Electrical Panel Upgrade project accepts the lowest responsive bid and awards a construction contract including an additive alternate in the total amount of $240,341.20 to CRI Electric, Inc., an FY2017 Deferred Maintenance Program funded located in Council District 1.  The purpose of the La Villita Electrical Panel Upgrade project is to upgrade electrical equipment to enhance capacity during large events.  

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  However, CRI Electric, Inc., is responsive, and has been reviewed and verified by the consultant.  Re-advertising this project could result in a higher bids and a potential funding shortfall.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project. 

 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the total amount of $240,341.20 authorized payable to CRI Electric, Inc., for the La Villita Electrical Panel Upgrade project.  Funds are available from the FY2017 Deferred Maintenance Program.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the total amount of $240,341.20, authorized payable to CRI Electric, Inc., for the La Villita Electrical Panel Upgrade project.
