Job Order Contract for Terminal A Renovations Phase III Project

 

 

SUMMARY:

 

This Ordinance authorizes a Job Order Contract with Brandt for the removal of eight air units and procurement and installation of their replacements and associated equipment at the San Antonio International Airport in the total amount of $667,124.00 as part of the Terminal A Renovation Phase III Project. Brandt provides on-call HVAC services at the San Antonio Airport System.

 

 

BACKGROUND INFORMATION:

 

In October 2017, City Council authorized a Job Order Contract (JOC) with Brandt to provide rapid and reliable HVAC services at the various facilities located within the San Antonio Airport System to augment existing Aviation staff on an “as-needed” basis.  Brandt furnishes the labor, supervision, tools, equipment, and parts to maintain and repair HVAC systems to include components, or sub-components, such as air handling units, chillers, cooling towers, compressors, actuators, exhaust fans, controls, split systems, boilers, and heat coils.

 

As part of the Terminal Renovations Phase III, the project includes the removal of eight air units that have exceeded their life cycle and the procurement and installation of their replacements with associated equipment. The new units will include three air handling unit to be installed in the ceiling, one computer room air chillers, one roof-mounted unit and one fan coil unit in Terminal A. These units will tie into the existing HVAC system serving the San Antonio International Airport.

 

 

ISSUE:

 

This Ordinance authorizes a Job Order Contract with Brandt for the removal of eight air units and procurement and installation of their replacements and associated equipment at the San Antonio International Airport in the total amount of $667,124.00 as part of the Terminal A Renovation Phase III Project. Brandt provides on-call HVAC services at the San Antonio Airport System. City Council authorization is required for JOC contracts over the amount of $100,000.00.

 

 

ALTERNATIVES:

 

City Council could elect to require the Aviation Department to solicit this work rather than use the JOC method. However, developing a solicitation for this work will require additional time that will delay the replacement of the eight units that have exceeded their life cycles.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount not-to-exceed $667,124.00 payable to Brandt from the Interim Airport Financing. The project was included in the FY 2018 - FY 2023 Aviation Capital Budget.

 

 

RECOMMENDATION:

 

Staff recommends accepting the proposal from Brandt as part of the Terminal A Renovation Phase III Project at the San Antonio International Airport.
