Contract Award: (Job-Order Contract) Lincoln Park Improvements

 

 

SUMMARY:

 

An ordinance for the Lincoln Park Improvement Project, a 2017 - 2022 Bond project, authorizing a task order to a Job Order Contract payable to Davila Construction, Inc., in an amount not to exceed $635,000.00 funded from a Donation Agreement with Charles C. Butt and the Tricentennial Commission.

 

BACKGROUND INFORMATION:

 

Project Background

 

Under the voter approved 2017-2022 Bond Program, $187.3 million was allocated for Parks & Recreation and Open Space Improvements.  The Bond Program funds are being used on various capital improvement projects to address community infrastructure needs and improve the overall quality of life in San Antonio.  $1 million in Parks & Recreation and Open Space Improvements Bond funds were approved for park improvements at Lincoln Park located in Council District 2.

 

As part of the City’s planning efforts for the Tricentennial celebration, Mr. Charles C. Butt approached the City about contributing funds towards a project that could be included as a Tricentennial celebration event site. After going over planned City projects, Mr. Butt selected the Lincoln Park Bond Project as the recipient of the funds. Mr. Butt donated $1million for the Lincoln Park Project which provided a total project budget of $2 million.

 

This is the first phase of the project in order to begin construction of the splash pad funded from the Donation Agreement with Charles Butt. As part of the conditions for accepting the funds from Mr. Butt, the City will complete the project in time for the 2018 pool season and Tricentennial Celebration activities. The Design Process is underway for utilization of the $1 million provided by the Bond Program. This is consistent with the council action on June 22, 2017, accepting the donation from Charles C. Butt for a splash pad and to provide sidewalks that will connect the park with the neighborhood to the North of the park. Project construction is anticipated to begin January 2018 and estimated to be completed by May 2018.

 

A public input meeting was held on August 15th, 2017 confirming the public was in agreement with the construction of a splash pad in the first phase of work with the donated funds from Mr. Butt. 

 

Coordination with the Parks & Recreation Department will be made to ensure accommodations are made to keep the remainder of Lincoln Park accessible to patrons and residents during construction. 

 

Procurement of Services


This Project was selected to utilize the Job Order Contracting (JOC), an alternative Project delivery method which ten contractors were approved through Ordinance 2015-01-15-0013 by City Council on January 15, 2015. The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor’s current workload, overall capacity, and familiarity with a specific facility, expertise in completing specific task and/or managing a specific trade needed to carry out the requested repair or rehabilitation.  Of the ten contractors, Davila Construction, Inc. was selected to submit an estimate and project schedule for this Project.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 23% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business Enterprise subcontracting goal.  Davila Construction, Inc. has committed to 23% M/WBE and 3% AABE subcontractor participation.


The Discretionary Contracts Disclosure Form, as required by the City's Ethics Ordinance for all Projects where subjective criteria are used to select the contractor or consultant rather than by low bid, is attached.

 

ISSUE:

 

This ordinance for the Lincoln Park Improvement Project, a 2017 - 2022 Bond project, authorizes a task order to a Job Order Contract payable to Davila Construction, Inc., in an amount not to exceed $635,000.00 funded from a Donation Agreement with Charles C. Butt and the Tricentennial Commission.

 

This project will construct a splash pad with associated sidewalks connecting with the neighborhood north of Lincoln Park.  Project construction is anticipated to begin January 2018 and estimated to be completed by May 2018.

 

 

ALTERNATIVES:

 

As an alternative, this Project could be delivered utilizing another delivery method.  However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the splash pad and sidewalks missing the City of San Antonio Pool Season 2018.

 

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in an amount not to exceed $635,000.00 to Davila Construction, Inc.  Funds are available from the Donation Agreement with Mr. Charles C. Butt associated with the Lincoln Park 2017-2022 Bond Project and are included in the FY 2018-2023 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a task order to a Job Order Contract in an amount not to exceed $635,000.00 to Davila Construction, Inc. for Lincoln Park.
