Award of a Construction Contract for StormWater Outfall Repairs at Stinson Municipal Airport

 

 

SUMMARY:

 

This Ordinance will award a construction contract with J3 Company, LLC (J3) in the amount of $188,810.96 for repairs to two stormwater outfalls at Stinson Municipal Airport (Stinson).

 

 

BACKGROUND INFORMATION:

 

In May 2013, the Aviation Department commissioned an assessment of the storm water outfalls for both airports in the San Antonio Airport System. The assessment identified several outfalls at both airports that had degraded and provided preliminary engineering recommendations with estimated costs. In 2015, City Council authorized a construction contract to reconstruct six storm water outfalls at San Antonio International Airport to allow proper drainage of stormwater as well as allow for safe access for emergency personnel and environmental testing.

 

Two outfalls were recommended for repair at Stinson. The work ranges from installing rock riprap and grading to the demolition and replacement of the outfall structures.

 

An Invitation For Bids was released in April 2017 and advertised in the Hart Beat and City’s website. Thirteen bids were opened on May 9, 2017. Freese& Nichols analyzed the low bids and determined J3 as the lowest responsive bidder.

 

Small Business Economic Development Advocacy (SBEDA) Program

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.

 

The Goal Setting Committee set a 27% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 3% African American Business (AABE) subcontracting goal. The recommended bidder, J3, has committed to 30.6% M/WBE subcontractor participation 3.6% AABE subcontractor participation.

 

J3 is headquartered in Comfort and has been the contractor for several City projects including Terminal Area Taxiway Improvements Package 2, Runway 13R Rehabilitation and Terminal Area Taxiway Improvements Packages 3 and 4, Perimeter Road Reconstruction Package 2, Redland Road North and Martin Luther King Park Improvements Project.

 

 

ISSUE:

 

A 2013 storm water outfall assessment of the San Antonio Airport System identified two outfalls that needed to be repairs at Stinson to allow proper drainage of storm water as well as allow for safe access for emergency personnel and environmental testing.

 

J3, the lowest responsive bidder, will make those repairs, including installing rock riprap, grading the area and demolishing and replacing the outfall structures. The work will begin in February 2018 and is expected to take three months.

 

 

ALTERNATIVES:

 

City Council could elect to not authorize the construction contract for repairs to the storm water outfalls at Stinson. However, rebidding the project could delay the project and may have higher costs. The current lowest responsive bid is within budget.

 

 

FISCAL IMPACT:

 

Funding in the amount $188,810.96 is approved and authorized in the FY 2018 Aviation Capital Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the construction contract with J3 for storm water outfalls repairs at Stinson Municipal Airport.
