SUBJECT:

 

An ordinance authorizing the acceptance of funds from the National Association of County and City Health Officials for Improving HIV Outcomes through Collaboration in an amount not to exceed $20,000.00 for 7 months beginning December 1, 2017.

 

 

 

SUMMARY:

 

This ordinance authorizes the acceptance of funds from the National Association of County and City Health Officials (NACCHO), to increase local health department and community health center capacity to establish meaningful, collaborative, and sustainable partnerships to improve HIV outcomes in an amount not to exceed $20,000.00 for 7 months beginning December 1, 2017.

 

Furthermore, this ordinance authorizes the Director of the San Antonio Metropolitan Health District to initiate, negotiate, and execute any and all necessary documents and a grant contract to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract, to include a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency; c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; 3) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant; f) reimbursement increases of administrative funds for each participant served; g) amendments funding one time equipment purchases or defined program services; and h) changes in regulations mandated by the funding agency.

 

 

 

BACKGROUND INFORMATION:

 

San Antonio is currently home to the largest molecular/epidemiologic cluster of new HIV infections in the United States (Texas Department of State Health Services, 2016) and an expanding HIV epidemic among young Hispanic and African American men who have sex with men. The rate of new HIV diagnosis has increased by 8% from 2008 to 2016 locally. African American and Hispanic males in San Antonio are at a disproportionate risk for HIV; each has higher rates of new HIV diagnosis than their white, Non-Hispanic counterpart. Additionally, young adult males had the highest rates of HIV infection in 2013 and 2014. In 2013, males aged 25-29 had the highest rates of HIV infection in Bexar County, and the rates increased by 60% in this age group from 2012 to 2013. In 2014 males aged 20-24 had the highest rates of HIV infection in Bexar County, and the rates increased by 30% from 2013 to 2014.

 

The goal of this funding opportunity is to increase local health department (LHD) and community health center (CHC) capacity to establish meaningful, collaborative, and sustainable partnerships to improve HIV outcomes. With funding and technical assistance from NACCHO, LHDs will collaborate with CHCs to explore and plan innovative and collaborative approaches to address local HIV prevention needs and improve HIV outcomes. Additionally, funded LHDs and their CHC partner(s) will be required to meaningfully engage community members to ensure that collaborative efforts are informed by the populations of focus for this project. Support for this program is provided by a cooperative agreement with the Centers for Disease Control and Prevention (CDC) Division of HIV/AIDS Prevention (DHAP).

 

 

ISSUE:

 

The City of San Antonio Metropolitan Health District recommends that City Council authorize acceptance of the NACCHO funds, to promote collaboration around HIV prevention, testing, rapid linkage to care and retention in care. Partners include every clinic in the End Stigma End HIV Alliance: CentroMed, San Antonio AIDS Foundation, Alamo Area Resource Center and University Health System.

 

 

ALTERNATIVES:

 

Without funding and support from the collaborative, clinics will continue to work in siloes.

 

 

FISCAL IMPACT:

 

 This ordinance authorizes the acceptance of funds from the National Association of County and City Health Officials (NACCHO), to increase local health department and community health center capacity to establish meaningful, collaborative, and sustainable partnerships to improve HIV outcomes in an amount not to exceed $20,000.00 for 7 months beginning December 1, 2017 and ending June 30, 2018.  There is no impact on the General Fund.

 

 

 

RECOMMENDATION:

 

Staff recommends authorization of the acceptance of funds from the National Association of County and City Health Officials (NACCHO) for the Improving HIV Outcomes through Collaboration: Supporting Partnership Development and Action Planning between Local Health Departments and Community Health Grant, and approval to execute the grant documents.
