Contract Award: Medical Center Intersection Improvement Projects

 

 

SUMMARY:

 

An ordinance for two 2017-2022 General Obligation Bond funded projects within the Medical Center, accepting the lowest responsive bid and awarding a construction contract to E-Z Bel Construction, LLC in the amount not to exceed $4,610,951.39 of which $344,967.00 will be reimbursed by San Antonio Water System to provide improvements at the Ewing Halsell Drive and Louis Pasteur intersection and the Louis Pasteur and Babcock Road intersection, both located in Council District 8.                      

 

 

BACKGROUND INFORMATION:

 

The Medical Center Intersection Improvement Projects is a multi-phase plan to facilitate traffic flow into and through the Medical Center by improving various high-volume intersections.  This project is executed in cooperation with the Medical Center Alliance, which funds the planning, design, and related Right-Of-Way (ROW) acquisitions.  Each intersection redeveloped has been designed and constructed as an individual phase under the entire Medical Center Intersection Improvements Project.

 

This project is a continuation of the cooperation with the Medical Center Alliance initiated with the 2007-2012 Bond Program. The 2017 Bond Program provides for the Ewing Halsell Drive/Louis Pasteur Drive Intersection Project and the Louis Pasteur Drive at Babcock Road Intersection Project.

 

The project provides for improved drainage along Louis Pasteur to the Ewing Halsell intersection and will widen Ewing Halsell to accommodate a right turn lane. The project will also provide a right turn lane on Louis Pasteur at the Babcock intersection which also includes new curbs, sidewalks, driveways and traffic signals.  A public meeting was held on July 28th before the project advertised to discuss project scope and schedule.  Project construction is anticipated to begin January 2018 and estimated to be completed by February 2019.

 

Procurement of Services


This project was advertised for construction bids in the San Antonio Hart Beat, on the City’s website and the Texas Electronic State Business Daily in July 2017.  In addition, the bid announcement was made on TVSA and through the Small Business Economic Development Advocacy (SBEDA) Office.  Plans were available for review by potential bidders at the office of Pape-Dawson, Inc., located at 2000 NW Loop 410 Road San Antonio, Texas 78213.  Bids for this project were opened on October 3, 2017 and five (5) bidders responded.  Of these, E-Z Bel Construction, LLC submitted the lowest responsive bid.  A matrix of the bid outcome is included herein as Attachment 2.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 21% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) In addition, E-Z Bel Construction is also a certified small and minority-owned business.


This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

ISSUE:

 

This ordinance for two 2017-2022 General Obligation Bond funded projects within the Medical Center, accepts the lowest responsive bid and awards a construction contract to E-Z Bel Construction, LLC in the amount not to exceed $4,610,951.39 of which $344,967.00 will be reimbursed by San Antonio Water System to provide improvements at the Ewing Halsell Drive and Louis Pasteur intersection and the Louis Pasteur and Babcock Road intersection, both located in Council District 8.

 

The scope of the project is to improve drainage and signal operations at the intersection of Floyd Curl and Louis Pasteur, adding a right turn lane on Louis Pasteur at the Babcock intersection which also includes new curbs, sidewalks, driveways and traffic signals.  Project construction is anticipated to begin in January 2018 and is estimated to be completed by February 2019.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  However, E-Z Bel is responsive, within budget and within the consultant’s estimate.  Re-advertising this project could result in a higher bid and a potential funding shortfall. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $4,610,951.39, authorized payable to E-Z Bel Construction, LLC. Funds in the amount of $4,130,655.33 and will be paid from the Medical Center Phase X (Ewing Halsell Drive/Louis Pasteur Drive Intersection) Project, of which $344,967.00 will be reimbursed by San Antonio Water System (SAWS). Funds in the amount of $480,296.06 will be paid from the Medical Center (Louis Pasteur at Babcock Road Intersection) Project. Funding for both projects are available from the 2017-2022 General Obligation Bond Program and are included in the FY 2018 - 2023 Capital Improvement Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $4,610.951.39, authorized payable to E-Z Bel Construction, LLC, for construction of Medical Center Intersection Improvement Phase X.
