SUBJECT:

 

Advanced Funding Agreement: 1604/Bulverde Road Turnarounds

 

 

SUMMARY:

 

An ordinance authorizing the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation in the amount of $500,000.00 payable to the Texas Department of Transportation for the construction of the 1604/Bulverde Road Turnarounds, a 2017-2022 General Obligation Bond funded Project, located in Council District 10.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, voters approved the $850 million 2017 - 2022 General Obligation Bond Program which allocated $500,000.00 for the construction of the 1604/Bulverde Road Turnarounds.

 

This Project is in coordination with a $12 million Texas Department of Transportation (TxDOT) funded project and as part of the delivery of this project, the City will enter into an Advanced Funding Agreement with TxDOT and authorize payment to the TxDOT for the construction of the project. Currently, there are not any turnarounds at the intersection of Loop 1604 and Bulverde Road; however, the 2017 Bond funds will assist TxDOT to construct the needed turnarounds and will impact 1.7 miles of roadway between Loop 1604 (Redland Road and Bulverde Road).

 

Improvements include constructing the turnarounds as well as providing operational improvements with the reconfiguration of the entrance and exit ramps on Loop 1604.  The reconfiguration of the ramps will include removing the existing entrance and exit ramps on Loop 1604 between Redland Road and Bulverde Road and reinstalling them in new locations to provide operational improvements.  The main operational improvements will include providing additional entrance and exit ramp distance for drivers entering and exiting the frontage road and Loop 1604.

 

 

ISSUE:

 

This ordinance authorizes the execution of an Advanced Funding Agreement between the City of San Antonio and the Texas Department of Transportation (TxDOT) in the amount of $500,000.00 payable to TxDOT for the construction of the 1604/Bulverde Road Turnarounds, a 2017-2022 General Obligation Bond funded Project, located in Council District 10.

 

As part of the delivery of this project, the City will enter into an Advanced Funding Agreement with TxDOT, which authorizes payment to TxDOT for the construction of the project. The improvements will include the removal of the existing entrance and exit ramps on Loop 1604 between Redland Road and Bulverde Road and reinstalling them at new locations along 1604 to improve the entrance and exit movements to and from 1604 and the frontage road. The improvements will also include the installation of new turnarounds at Bulverde and 1604.

 

Construction is anticipated to begin in July 2018 and estimated for completion in January 2020.

 

 

ALTERNATIVES:

 

City council could choose not to approve this ordinance but this would not fulfill the project voters approved of as part of the 2017 - 2022 General Obligation Bond Program. City Council would need to authorize a new project to allocate these funds in the event the Advanced Funding Agreement is not approved.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $500,000.00 payable to the Texas Department of Transportation as part of the Advanced Funding Agreement for the construction of the 1604/Bulverde Road Turnarounds Project, available from the 2017-2022 General Obligation Bond Program and included in the FY 2018-2023 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing the execution of an Advanced Funding Agreement with the TxDOT for the 1604/Bulverde Road Turnarounds.
