SUMMARY:

This Ordinance authorizes acceptance of a contract with Holt Texas, LTD dba Holt Cat to provide the Transportation and Capital Improvements Department with four asphalt planer skid steer attachments for a total cost of $122,332.00. Funding for this purchase is available from the FY 2018 Equipment Renewal and Replacement Fund Budget.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached bid tabulation of two competitive bids received to provide four asphalt planer skid steer attachments that will be utilized by the Transportation and Capital Improvements Department for street paving maintenance. These attachments can be used by existing skid steer loaders to remove deteriorated asphalt and provide a clean trench to receive new paving materials. This equipment is a technological advancement in street repair and will be used for various construction and/or asphalt repair projects throughout the city.

ISSUE:

This contract will provide four asphalt planer skid steer attachments to meet the needs of the Transportation and Capital Improvements Department and will be used with existing skid steer loaders.

The attachments are covered by a minimum 12 month warranty. The life expectancy for these attachments is 120 months.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is to the lowest responsive bidder, who is also a local business; therefore, application of the Local Preference Program was not required.

The Veteran-Owned Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
