SUBJECT:

Purchase of Grapplers


SUMMARY:

This ordinance authorizes acceptance of an offer from Doggett Freightliner of South Texas, LLC, to provide thirteen replacement Brush Trucks with Grapplers for a total cost of $2,032,914.13. Funding for this purchase is available from the FY 2018 Equipment Renewal and Replacement Fund Budget.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is an offer from Doggett Freightliner of South Texas, LLC to provide thirteen replacement brush trucks with grapplers utilizing the Texas SmartBuy Cooperative Agreement contract number 071-072-A1 for a total cost of $2,032,914.13. The Texas SmartBuy Cooperative provides lower pricing when compared to previous bid pricing received by the City. The brush trucks with grapplers will be utilized by the Solid Waste Management Department for curbside brush and bulky collection from City residents. There are currently 47 brush trucks with grapplers in the Solid Waste fleet.


ISSUE:

This contract will provide Solid Waste Management Department with thirteen replacement brush trucks with grapplers. The replacement of these units is consistent with the City's Equipment Replacement and Renewal Fund (ERRF) program.

The life expectancy for these vehicles is 96 months. The brush truck's cab and chassis has a two year warranty, the engine has a two warranty, the transmission has a five year warranty, and the grappler bodies have a one year warranty.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is an exception to the Local Preference Program.

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
