Purchase of Dodge Chargers for SAPD

 

 

SUMMARY:

 

This ordinance authorizes a contract with Cowboy Dodge to provide the City of San Antonio with three replacement Dodge Chargers for a total cost of $90,759.76.  Funding is available from the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an offer from Cowboy Dodge to provide the San Antonio Police Department with three Dodge Charger Pursuit Vehicles utilizing Texas BuyBoard contract number 521-16 for a total cost of $90,759.76. 

 

The San Antonio Police Department and San Antonio Police Officers’ (SAPOA) Labor Relations Committee (LRC) recommends purchasing the three Dodge Charger Pursuit Vehicles to test as a possible replacement for the current Police Patrol Vehicles. The LRC reviews equipment requirements in support of law enforcement operations. Police patrol vehicles are replaced in accordance with the Collective Bargaining Agreement. The proposed contract award complies with all requirements as set forth in the Collective Bargaining Agreement.

 

 

ISSUE:

 

This contract will provide three Dodge Charger Pursuit Vehicles as replacements to the City’s fleet. These vehicles will be utilized by San Antonio Police Department for evaluation. The purchase of these units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.

 

These units will be purchased from Cowboy Dodge utilizing the Texas BuyBoard contract number 521-16 and will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097 dated January 30, 2003.

 

The Texas BuyBoard Cooperative is administered by the Texas Municipal League. All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative’s Board of Trustees based on Texas Statues. 

     

The vehicles are covered by a 36 month/36,000 miles bumper to bumper coverage warranty and a five year/100,000 mile powertrain warranty. 

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

All of the replacement vehicles have met or will meet its age or mileage requirement cycles before replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the department’s inability to provide essential services to the residents of San Antonio. The alternative is to continue utilizing the current equipment; however, the ability to support security and safety of the community may be negatively impacted.

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Cowboy Dodge to provide the City of San Antonio with three replacement Dodge Chargers for a total cost of $90,759.76.  Funding is available from the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Cowboy Dodge for a total cost of $90,759.76. 

 

This contract was procured on the basis of cooperative purchasing and a Contracts Disclosure Form is not required.
