SUBJECT:

 

Purchase of Rear Load Refuse Collection Trucks

 

 

SUMMARY:

 

This ordinance authorizes the acceptance of a contract with Rush Truck Center to provide the Solid Waste Management Department (SWMD) with a total of 12 replacement rear load refuse collection trucks for a total cost of $1,817,798.00.  Funding is available from the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached offer to provide the SWMD with a total of 12 replacement rear load refuse collection trucks for a total cost of $1,817,798.00.  This purchase will provide eight Hino 195h Hybrid Cab & Chassis with a 9 cubic yard Heil rear load sanitation trucks; two Hino 338 Cab & Chassis with a 17 cubic yard McNeilus standard rear load sanitation trucks; and two Peterbilt 220 Cab & Chassis with a 17 cubic yard McNeilus standard rear load sanitation trucks.  These are replacement units to the City’s fleet and will be utilized by SWMD.

 

The 9 cubic yard rear load refuse collection trucks will be used for collection of curbside refuse and recyclables from downtown City residences and businesses.  SWMD currently has five 9 cubic yard rear load refuse collection trucks in their fleet.  The 17 cubic yard rear load refuse collection trucks will be used on narrow streets and alleyways for collections of refuse, recyclables and organics from City residences. SWMD currently has six 16 cubic yard rear load refuse collection trucks in their fleet. This purchase will allow for the replacement of twelve existing 10 cubic yard rear load refuse collection trucks that are being reconfigured to the 9 and 17 cubic yard rear load refuse collection trucks.

 

 

ISSUE:

 

This contract will provide SWMD with twelve replacement rear load refuse collection trucks consisting of eight 9 cubic yard rear load refuse collection trucks and four 17 cubic yard rear load refuse collection trucks. 

 

The life expectancy of the new equipment is 96 months. 

 

The 9 cubic yard rear load refuse collection trucks cabs and chassis, engine and transmission is covered by a five year, 175,000 miles warranty.  The refuse body is covered by a three year warranty on parts and labor.

 

The 17 cubic yard rear load refuse collection trucks cabs and chassis are covered by a minimum of one year warranty.  The engine is covered by a five year, 250,000 miles warranty and the transmission is covered by a three year warranty.  The refuse body is covered by a three year warranty for the entire body and components.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the SWMD’s ability to provide essential services to the residents of San Antonio could be affected.  All of the replaced equipment has met or will meet its age or mileage requirement cycles before replacement.  The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the SWMD’s inability to provide essential services to the residents of San Antonio. 

 

 

FISCAL IMPACT:

 

This ordinance authorizes the acceptance of a contract with Rush Truck Center to provide the Solid Waste Management Department (SWMD) with a total of 12 replacement rear load refuse collection trucks for a total cost of $1,817,798.00.  Funding is available from the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Rush Truck Center of San Antonio to provide twelve rear load refuse collection trucks for a total cost of $1,817,798.00.  

 

This contract was procured on the basis of a Public Health or Safety exemption and a Contracts Disclosure Form is not required.
