Purchase of Automated Side Load Refuse Trucks

 

 

SUMMARY:

 

An ordinance accepting the offer from Rush Truck Center to provide the Solid Waste Management Department (SWMD) with nine automated side load refuse trucks for a total cost of $2,856,051.00.  All nine automated side load refuse trucks are additional units to the City’s fleet that will be paid through a Tax-Exempt Lease Purchase Agreement, or other financial obligations, contingent on the execution of a lease program schedule or other issuance approved by subsequent Ordinance.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is an offer from Rush Truck Center for the purchase of nine automated side load refuse trucks.  This purchase will provide five refuse trucks consisting of a Peterbilt 520 cab and chassis with a 28 cubic yard Heil Durapak Python automated side load refuse collection body.  Four refuse trucks will consist of a Peterbilt 520 cab & chassis with a 28 cubic yard McNeilus ZR automated side load refuse collection body.  All nine refuse trucks are additional units to the SWMD fleet. 

 

These refuse trucks will be placed in service by the SWMD for collections of curbside refuse, recyclables and organic materials from City residences. The SWMD currently operates 179 automated side load refuse trucks in its fleet. This purchase will increase the fleet to 188 automated side load refuse trucks.

 

 

ISSUE:

 

This contract will provide SWMD with nine automated side load refuse trucks. All nine refuse trucks are additional units to the City’s fleet.  The refuse trucks will be used for collections of curbside refuse, recyclables and organic materials from City residences.  

 

The life expectancy of these vehicles is 72 months. 

 

The side load refuse truck’s cab and chassis has a five year/250,000 miles warranty, the engine has a five year/300,000 miles warranty, the transmission has a three year warranty and the automated side load refuse bodies have a three year complete warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contract, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the SWMD’s ability to provide essential services to the residents of San Antonio could be affected.  The nine additional units are needed to accommodate refuse collection requirements throughout the growing San Antonio Metropolitan Area.  The units will be utilized for the collections of curbside refuse, recyclables and expansion of the organic materials collection program.

 

 

FISCAL IMPACT:

 

This ordinance authorizes accepting the offer from Rush Truck Center to provide the Solid Waste Management Department (SWMD) with nine automated side load refuse trucks for a total cost of $2,856,051.00.  All nine automated side load refuse trucks are additional units to the City’s fleet that will be paid through a Tax-Exempt Lease Purchase Agreement, or other financial obligations, contingent on the execution of a lease program schedule or other issuance approved by subsequent Ordinance.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Rush Truck Center of San Antonio for the purchase of nine automated side load refuse trucks for a total cost of $2,856,051.00.  

 

This contract was procured on the basis of a Public Health or Safety exemption and a Contracts Disclosure Form is not required.
