SUBJECT: 

Alamodome Event Emergency Medical Services Agreement

 

 

SUMMARY:

 

This Ordinance authorizes an Agreement with Safety Services Inc., d/b/a U.S. Safety Services to provide emergency medical treatment and other emergency care services for events held at the Alamodome on an as-needed basis.   The term of the agreement is for a five (5) year period, commencing on January 1, 2018 through December 31, 2022 with an option to renew two (2) additional 2-year extensions.  The estimated average amount for these services is $90,000.00 annually, or $810,000.00 over the contract period and extensions. Funding for this contract is available through the proceeds received from each event. There is no impact to the operating budget.

 

 

BACKGROUND INFORMATION:

The Alamodome is a 65,000-seat multi-purpose facility, owned and operated by the City of San Antonio, that hosts conventions, concerts, shows such as Monster Jam and Disney on Ice, and sporting events such as the University of San Antonio (UTSA) Roadrunners football games, the Annual Alamo Bowl Football Game, as well as the NCAA Final Four Basketball Championship (to be hosted in March 2018). The health and safety of guests attending events at the Alamodome is a top priority. The number of emergency medical technicians needed varies considerably based on the size and complexity of each event.  Proceeds received from clients for each event will cover the cost for these services and will have no effect to the City’s operating budget. In order to be equipped to provide emergency medical treatment and other emergency care services for guests who may need these services, the City released a Request for Proposals (RFP) for Event Emergency Medical Services, RFP 17-074, on July 13, 2017.  

 

The RFP was advertised in the San Antonio Express News and on the City’s website.  Responses were due August 16, 2017, and a total of three (3) firms responded to the RFP.  A selection committee, consisting of representatives from the Convention & Sports Facilities and San Antonio Fire Department evaluated, scored, and ranked the proposals. The selection committee evaluated and scored the proposals based on the published criteria which included: experience, background, and qualifications, proposed plan. 

 

This contract will be awarded in compliance with the City’s Small Business Economic Development Advocacy (SBEDA) Program.  The Goal Setting Committee applied the Small Business Enterprise (SBE) and Minority/Women-Owned Business Enterprise (M/WBE) Prime Contract Program, with twenty (20) evaluation preference points awarded to certified SBE and M/WBE firms located within the San Antonio Metropolitan Statistical Area.  U.S. Safety Services is a small, minority firm and received the twenty (20) evaluation preference points.  

 

Based on the evaluation, the selection committee recommends entering into an agreement with U.S. Safety Services. 

 

U.S. Safety Services will provide basic life support care to all staff, patrons, and performers at the Alamodome during scheduled events, assist with emergency evacuations of the facility or other emergency situations as necessary, provide triage services for mass casualty incidents in coordination with the City of San Antonio Fire Department and Police Department, as necessary, during all medical and trauma events. U.S. Safety Services will staff events at the Alamodome with certified Emergency Medical Technicians (EMTs) trained at either the EMT (Basic), Advanced (Intermediate) or Paramedic level in accordance with Texas Department of State Health Services. 

 

 

ISSUE: 

 

Due to the variety and size of public events held at the Alamodome, the facility requires emergency medical treatment and other emergency care services for visitors attending events held at the Alamodome. 

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Convention and Sports Facilities Department would be required to process individual procurements to provide emergency medical services. Processing individual procurements will affect the cost of services provided to, and paid by our customers due to non-contract pricing. 

 

 

FISCAL IMPACT: 

 

There is no fiscal impact related to this contract.  Funds are not encumbered by this ordinance.  Funding for this contract is provided be each event client through a service chargeback. The total estimated amount of this contract is $90,000.00 annually or $810,000.00 over the contract period and extensions. 

 

 

 

RECOMMENDATION: 

 

Staff recommends authorizing an Agreement with U.S. Safety Services to provide emergency medical treatment and other emergency care services for events held at the Alamodome on an as-needed basis. 

 

 

This contract was procured by utilizing a formal Request for Proposals; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form is included herein as an attachment.
