Galls, LLC Amendment to Contract for the Web-based Uniform Purchase Program for SAFD 

 

 

SUMMARY:

 

This ordinance authorizes an amendment to the Galls, LLC contract for the web based uniform purchase program for the San Antonio Fire Department (SAFD) to increase the annual amount from $837,500.00 to an amount up to $944,000.00 annually. The increase is necessary due to the additional number of uniformed personnel that have been added to the San Antonio Fire Department since the contract was originally written in 2013. The Collective Bargaining Agreement (CBA) between the City of San Antonio and Local 624 International Association of Fire Fighters provides for a commissary system for the supply of uniforms and equipment to sworn SAFD personnel.  Funding for this contract is available in the Fire Department’s FY 2018 General Fund budget and the FY 2018 Airport Operations and Maintenance Fund.

 

 

 

BACKGROUND INFORMATION:

 

On August 15, 2013, City Council authorized the execution of a contract with Galls for a five year period beginning October 1, 2013, and ending September 30, 2018 by Ordinance No. 2013-08-15-0540. The contract includes renewal options for two (2), additional one (1) year terms. The contract provides a commissary system whereby each sworn San Antonio Fire Department personnel has an allotment of $500.00 annually to acquire and maintain their uniform items, not classified as personal protective equipment (PPE). The allotment is per fiscal year. Any unused credit is not carried forward to the following fiscal year.

 

Galls, LLC has been providing a web-based uniform purchase program for the last five years for sworn SAFD personnel.

 

 

 

ISSUE:

 

Ordinance No. 2013-08-15-0540 authorized a contract with Galls, LLC to provide a web-based uniform purchase program for SAFD in an amount not exceed $837,500.00 annually. Due to the increase in number of uniformed personnel over the past few years it is necessary to increase the contract amount not to exceed $943,500.00 annually.

 

 

 

ALTERNATIVES:

 

If the City did not increase the contract value in the ordinance, sworn San Antonio Fire Department personnel would not have all funds necessary to purchase uniforms. The City would be in violation of Article 20. Section 1.C.1 of the Collective Bargaining Agreement

 

 

FISCAL IMPACT:

RECOMMENDATION:

 

Staff recommends the approval of an increase to the annual contract amount of the Professional Service Agreement with Galls, LLC relating to the web-based uniform purchase program for SAFD from $837,500.00 to an amount up to $944,000.00 annually.
