Alamodome Marquee Improvement

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Daktronics, Inc. to provide all labor, material and equipment to install two (2) Outdoor Daktronics LED Video Displays at the Alamodome for the Convention and Sports Facilities Department for a total cost of $545,780.00, and appropriates funds in the amount of $545,780.00 from the Hotel Occupancy Tax Redemption & Capital Reserve Fund.

 

BACKGROUND INFORMATION:

 

The Alamodome will be hosting the 2018 NCAA Men’s Final Four Basketball Tournament beginning in March 2018. While the Alamodome facility meets the NCAA minimum requirements, the Alamodome marquee improvements would significantly improve the fan and attendee experience not only for this event but for all other events at the Alamodome. The current Alamodome marquee was installed in 2004 and has exceeded its useful life span.  The Alamodome marquee improvements will also better enable the Alamodome to competitively bid on future NCAA and college football opportunities such as the College Football National Championship and distinguish the Alamodome from other comparable stadiums.  Furthermore, the video boards and ribbon boards installed inside the stadium during the renovation are also Daktronics boards making it easier for staff to operate and maintain the equipment.

 

 

ISSUE:

 

This contract with Daktronics Inc. will provide all labor, material and equipment to install two (2) Outdoor Daktronics LED Video Displays, approximate active area of 24 feet high by 30 feet wide, Daktronics Custom Control Panel, and software package.  This contract also includes a spare parts package to support Daktronics’ manufactured products, and onsite operator training for one day. 

 

Daktronics will remove and dispose of existing equipment, provide site clean-up, lift, unload and inspect all message center equipment and control equipment, fabricate and install horizontal substructure if applicable, prime and paint substructure, lift and mount equipment, provide secondary power conduits, distribution panel, power cable and power hook-up, provide and install signal cable conduit, furnish signal cable, provide labor to pull new cable and remove existing cable, and provide computer(s) for control software.   This project will be completed by March 15, 2018. 

 

Daktronics, Inc. provides a three year standard parts and labor warranty to begin the date of acceptance by the Convention and Sports Facilities Department.

 

This purchase is made through the BuyBoard cooperative contract number #512-16, as authorized under Texas Local Government Code 271.103, which satisfies the legal requirement to seek competitive bids. This purchase meets the requirements under the terms of the Texas Local Government Purchasing Cooperative agreement adopted by the City of San Antonio by Ordinance No. 97097 on January 30, 2003.

 

The BuyBoard Program is administered by the Texas Local Government Purchasing Cooperative. All products and services included in this cooperative were competitively bid and awarded by the Cooperative’s Board of Trustees based upon Texas statutes.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

Should this contract with Daktronics Inc. not be approved, the Alamodome Marquee for the Convention and Sports Facilities Department will not be replaced in time for the 2018 NCAA Men’s Final Four Basketball Tournament.   

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Daktronics Inc. to provide all labor, material and equipment to install two (2) Outdoor Daktronics LED Video Displays at the Alamodome for the Convention and Sports Facilities Department for a total cost of $545,780.00.  Funds in the amount of $545,780.00 are authorized to be appropriated from the Hotel Occupancy Tax Redemption & Capital Reserve Fund. This amends the FY 2018 - FY 2023 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends approval of the contract with Daktronics, Inc. to provide all labor, material and equipment to install two (2) Outdoor Daktronics LED Video Displays at the Alamodome for the Convention and Sports Facilities Department for a total cost of $545,780.00.

 

This contract is procured by means of a cooperative contract and a Contracts Disclosure form is not required.
